    DESCRIPTION
    BENEFITS
Description
This position participates in the construction, maintenance, and repair of the stormwater system. The incumbent will serve as a leader for all Stormwater employees performing manual labor tasks and duties. Performs lead duties related to manual labor functions for the Stormwater crew and ROW areas. The Crew Leader acts as coach to train employees in learning new skills and understanding the work performed.
Examples of Duties

  • Assists Stormwater Manager in identifying materials, equipment, PPE and labor needed to complete projects.

  • Evaluates and leads crews in cleaning ditches, swales, gutters, culverts, catch basins and other drainage structures along with maintaining city drainage and stormwater ponds in both CRA and non-CRA areas.

  • Performs limited surveying and layout work to establish lines, grades, and dimensions for job related work.

  • Directs crew and performs pipe and drainage structure installation.

  • Directs and performs general carpentry work for various structures and concrete form work.

  • Operates small heavy equipment and performs minor construction installation and maintenance.

  • Identifies maintenance issues, recommends repairs and performs maintenance on stormwater pipes and structures.

  • Operates light construction equipment, sets up and operates pumps compressors, generators, and concrete mixers.

  • Participates in routine maintenance on all City outfalls and assists Stormwater Manager with directing compliance with regulatory requirements.

  • Ensures infrastructure is in working order by regularly inspecting stormwater stations and drains around the city and recommends follow up action to Stormwater Manager to avoid flooding problems and improper water flow.

  • Directs and performs asphalt and concrete repairs and patch work in the public right-of-way.

  • Assists with creating job site layout and directing staging of materials.

  • Keeps daily logs and utilizes See Click Fix for maintaining work orders.

  • Performs heavy manual labor such as: digging, lifting, hauling, etc.

  • Ensures job site safety, proper MOT and enforces safe practices by employees.

  • Trains employees on using tools, equipment, and applying the principles of stormwater management to construction.

  • Responds to citizens’ complaints on the work being performed.

  • Performs related duties.

Typical Qualifications
MINIMUM QUALIFICATIONS

  • High school/GED, or vocational school.

  • Must have four (4) years of experience in stormwater, including performing heavy, manual labor and previous lead worker, supervisory, or supervisory training.

  • Possession of Florida driver’s license. Possession of or the ability to obtain a Class B CDL with air brakes issued by the State of Florida within 1 year. The driving record must be acceptable to the City’s insurance program.

  • Possession of or the ability to obtain a Class “B” FDEP stormwater certificate with FW&PCOA within one year.

  • Equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities may be considered.

  • Applicants may be subject to performance or demonstration testing.

SUPERVISORY CONTROLS
The Stormwater Maintenance Manager or the Public Works Field Operations Manager assigns work in terms of general instructions and spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES
Guidelines include land development codes, FDEP regulations, NPDES permit requirements, ADA guidelines, and city and department policies and procedures. These are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of related construction maintenance duties. The unique nature of each site contributes to the complexity of the position.

  • The purpose of this position is to participate in stormwater maintenance activities. Successful performance contributes to the provision of an efficient, effective, and regulatory compliant stormwater system.

  • Contacts are typically with coworkers, other city personnel, contractors, homeowners, and members of the general public.

  • Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, pushes, pulls, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, hear, and utilizes the sense of smell.

  • The work is typically performed outdoors, occasionally in cold, in extreme heat, and inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and contagious or infectious diseases. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over job site specific personnel.

PTO Leave: Leave begins accruing immediately. The schedule varies slighter for Fire Fighters.

10 to 14 years: 200 hours
15 to 19 years: 224 hours
20 + years: 248 hours

At the end of the year, any unused PTO leave will be placed in your PTO bank (up to 380 total hours). Time will be accrued bi-weekly & shown on each paycheck. After the 380 hours are filled, any unused PTO leave will be lost and cannot be used the following year.

RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.

(Blue Option LG Plan 03559 Spouse only $630/month; Child/Children $540/month; and Family $1,200/month) (Blue Option LG Plan HDHP Spouse only $508/month; Child/Children $244/month; and Family $767/month).

Spouse Dental Coverage only $34.85/month; Child/Children $49.31/month; Family Dental Coverage $87.48/month. Vision Coverage available: Employee only: $5.24/month; Spouse only $10.50/month; Child/Children $9.97/month; and Family $15.67/month). Both are covered by Humana. The City also offers a suite of Allstate Worksite products available for purchase.

Note: Insurance coverage takes effect on the 1st of the month 60 days after employment.
