Background
Oxfam Philippines works in partnership with national NGOs to realize its mutual programming and projects ambitions. Partners and Oxfam together are committed to respectively and jointly be fully accountable to the donor, program and project participants, i.e. beneficiaries, and with each other with complete integrity. This accountability primarily includes, but is not limited to, the quality delivery of all the project objectives and activities and responsible use of project funds as manifested through compliance with all donor and respective organizational rules and regulations and accepted industry practices and standards.
Partners and Oxfam are respectively expected to have sound Program and Finance Management to be properly accountable and effective. A set of Minimum Financial Standards has been recognized to be the benchmark for financial accountability (Annex A). The Financial Accompaniment and Monitoring (FAM) Visit is an integral part of improving our management and accountability. FAM Visit is primarily the Financial Verification and Validation and Financial Management Systems Review and Oxfam has retained the services of a third-party Consultant for Finance Accompaniment and Monitoring (FAM) to lead on this.
The FAM Visit is intended to be empowering process for both Oxfam and Partners and will therefore be guided by the following partnership principles of: a) Shared vision and values, b) Complementary purpose and added value, c) Mutual respect for respective values, beliefs, autonomy and independence, d) Clarity of roles, responsibilities, and decision-making, e) Transparency and mutual accountability, f) Commitment to joint learning.
As such, the process shall be: a) Respectful, b) Constructive and supportive, c) Problem solving, d) Transparent, e) Clear and f) Not Rushed.
Scope of Work
The Third-Party Finance Specialist shall undertake a Financial Verification and Validation and Financial Management Systems Review of the partners’ financial reports submitted to Oxfam. This review will cover 100% of the released grants for the European Union (EU) Bangsamoro Agri-Enterprise Programme (BAEP): WEE-SAFE (Strengthening Agri-Fishery Enterprise through Women and Youth Economic Empowerment, Inclusive Business and Climate Resilience), covering Year 1 (July 2023-June 2024).
EU BAEP: WEE-SAFE partners are SIAD Initiatives in Mindanao Convergence for Asset Reform and Regional Development, Inc. (SIMCARRD) based in Davao City, and Kasanyangan Center for Community Development and Microfinance Foundation, Inc. (KCCDMFI or KMFI) based in Zamboanga City.
Specifically:
A. Validity of financial transactions based on approved budgets and financial and compliance to applicable policies of the partner, Oxfam or donor requirements as stated in the agreements and contracts.
- Reconciliation of reported expenditure per budget line with the available/filed supporting documentation
- Utilization of advances, timelines of liquidation and outstanding balances, if any
- Project income, e.g. interest earned on deposits
- Accuracy of financial reports submitted
B. Quality of the Financial Management Systems, procedures and internal control and compliance with all donor and respective organizational rules and regulations and accepted good practices and standards.
C. Audit Report showing the total validated expenditures
The Third-party Finance Specialist shall deliver to Oxfam and Partner the following outputs to be submitted within a reasonably agreed date from the conclusion of the visit.
A. Preliminary report, findings and recommendations at visit exit meeting
B. Final report and findings, confirmation, evaluation and comments to the above scope of work
C. List of Recommendations
Period of Engagement : October 21, 2024 – November 22, 2024
