Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems. In the light of these activities, the NCI Academy is looking to outsource the delivery of Land, Maritime and Common Operational Picture (LMC) training, as well as the development and updates of the training materials, the management of course iterations and to provide SME support to NATO and National HQ as required. The contractor shall make available on-site personnel capable of providing the services specified in this Statement of Work (So W). The intent is to obtain the services of appropriate subject matter experts who can deliver training and update training materials.
The work shall involve LMC training delivery, iterations management, course materialdevelopment, including e-learning content and management of existing e- learning content, course update, and LMC operational mentoring to customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partner Nations, as well as testing LMC software and provide bug reports. Course iterations delivery shall be conducted at the NCI Academy in Oeiras, and optionally at any of the NATO or National locations including North America.
Role Duties and Responsibilities
- Ensure successful delivery of LMC training iterations at the NCI Academy in Oeiras, online, and as Mobile Training Team (MTT) events.
- Develop, adapt, and update LMC training material in line with the latest version of LMC systems (NCOP, MCCIS, LC2IS, Sitaware).
- Provide effective LMC mentoring at the NCI Academy and support customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partner Nations.
- Conduct successful testing of new software releases based on User Acceptance Tests as directed by the LMC area project managers or designated task leader.
- Manage LMC course iteration delivery both in-house and as Mobile Training Team events.

- Fluent in English and must be able to read and write technical and user documentation.
- Advanced knowledge of LMC Functional Services (NCOP, MCCIS, LC2IS, Sitaware)
- Experience in delivery of LMC User Courses.
- Experience in update and creating training content.
- Knowledge of UNIX and Microsoft based system administration and engineering.
- Knowledge of VM environments.
- Advanced knowledge of word processing and graphics presentation tools.
- Working knowledge of spreadsheets, e-mail Clients and Web Browsers.
- Working knowledge of video conferencing tools and Learning Management Systems.
- Deep knowledge and experience of NATO's doctrine and standards relevant to Operations Planning.
- Knowledge and experience with NATO Command Structure and NATO Force Structure.
- Experience with development of technical documentation, training materials and instructional aids.
- Experience working in an International environment with Military and Civilian elements.
- Knowledge and experience of working with NCI Agency.
- Knowledge and experience of working with the NCI Academy.
- NATO CIS Technical Instructor or equivalent qualification.
- Experience in delivery of live online courses.
- Knowledge of and experience with other existing NATO C2 and Functional Services (TOPFAS, INTEL FS, LOGFAS, etc.).
- Knowledge of modern education technologies (e.g. electronic whiteboards, training videos) and authoring tools.

- Some travel to other NATO sites may be required
- Valid National or NATO Secret personal security clearance
