- Ensure compliance of the Contracts & Procurement (C&P) department with Qatari tender law, internal bylaws, and organizational policies.
- Review, draft, and negotiate various contractual agreements including project contracts, supply agreements, service agreements, purchase orders, and call-off agreements.
- Oversee contract specifications to determine appropriate contract types to minimize risk exposure to PHCC.
- Develop and implement contract management tools and templates to improve efficiency and effectiveness.
- Coordinate final contract reviews and secure acceptance from legal and end-user departments.
- Ensure accuracy, compliance, and responsiveness in contract reviews and contractor bid proposals.
- Issue RFI/RFP/RFQ and manage procurement in the market.
- Monitor and follow up on the execution of contracts/agreements according to terms and conditions, including handling variation orders, change requests, and renewals to protect PHCC’s interests.
- Facilitate timely and effective contract implementation through communication with key personnel and bidders.
- Evaluate and monitor contract performance to ensure compliance and identify necessary changes.
- Perform other relevant duties as assigned.
- Ensure confidentiality of sensitive information.
- Bachelor’s degree in business administration, management, law, or a related field.
- Minimum of 10 years of experience in Contracts & Procurement.
- Health sector experience, including managing tenders, RFQs, and reporting.
- Proficiency in Oracle EBS.
- Professional certification in contract management is preferred.
- Strong understanding of contract law, legal terminology, and contract matters.
- Bilingual proficiency (English and Arabic).
- Excellent oral and written communication skills in English and Arabic.
- Proficient in MS Office applications.
- Experience with Oracle modules (Purchasing and Sourcing).
- Proven problem-solving skills, with experience engaging multiple stakeholders.
- Strong negotiation skills.
