About Human Resources & Organisation Development (HROD) - Talent & Leadership Development

You will be part of a dynamic HHROD team that formulates and implements people initiatives to support business strategies and maximize the potential of our employees.

The Talent & Leadership Development (TLD) team supports EDB officers' growth through the development of core, functional, and leadership competencies. This team designs and implements a variety of individual, team, and organisational level capability development interventions to support EDB's mission and strategies. TLD oversees the competencies framework, individual development plans, and feedback tools to ensure holistic development of EDB officers, by availing timely access to training and development opportunities to EDB officers.

The TLD team also works closely with senior management to shape EDB's organisational structure and talent profiles, and guide strategic manpower decisions.
[What you will be working on]
We are looking for a versatile candidate who is both practical and imaginative in problem-solving across the learning and development, and talent management in EDB. This include developing an understanding for and discovering the jobs-to-be-done by different groups and individuals. This requires an ability to engage stakeholders effectively through written and spoken communication and accurately represent their asks and needs to others. Given that workstreams might be happening concurrently, we would like a candidate that is strong in time management and can prioritise your work according to their potential impact on organisational outcomes and others in the organisation.

As a Project Officer, your responsibilities include but are not limited to the following:
  • Develop, maintain, codify templates and SOPs for Learning & Development and Talent Management processes.
  • Manage end-to-end operational needs for in-house programmes including but not limited to course applications and enrollment, logistics and training material coordination, vendor liaison, payment processing and addressing training policy enquiries
  • Prepare and draft approval memos and personnel appointments
  • Co-facilitate the onboarding programme to ensure a consistent and impactful outcome
  • Assess learning delivery effectiveness through feedback collection and session observations.
  • Assist in developing and executing communications plans to promote programmes and development opportunities.
  • Maintain accurate training records, manage procurement of programmes and vendor, and monitor utilisation and budget, where required
  • Support the development and updating of digital assets including drafting of storyboards and content updates based on organisation needs
  • Perform regular and accurate updates to internal and external facing systems that contain personnel data and appointments
[What we are looking for]
You should have / be:
  • At least two years of relevant experience in learning delivery and administration for workplace learning within organisations, and event/ programme coordination and execution
  • Proficient in digital software and applications such as MS Office, MS Teams, Workday, Google Slides, Zoom webinars
  • Experience with managing virtual sessions such as handling break-out rooms and managing multiple applications concurrently
  • Good communication and stakeholder engagement skills
  • Meticulous and adept in organisation and preparation of data consolidation and analysis
  • Familiarity with graphic design and the development of digital publications and/or learning development and talent management policies and procedures in the government sector would be an advantage.
