Background:
The Technical Support Services (TSS) Activity helps USAID/Southern Africa address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID/Southern Africa’s portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports USAID staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.

Description of Position:

To provide capacity development support to local partners in Expenditure Reporting (ER) and Human Resources for Health (HRH) Inventory reporting.

Position Responsibilities:

The Solutions Advisor: Finance will support one or more of the following tasks, core activities and deliverables as listed below and as assigned, based on TSS’ work plans. For these activities the consultant may be asked to complete the tasks and/or develop the capacity of colleagues, USAID, government or implementing partner counterparts to complete these tasks.

For USAID/SA ER-HRH activity management, Consultant responsibilities are as follows:


  • Participate in ER-HRH webinars held by ASAP II


  • Provide ad hoc ER-HRH technical assistance to local partners


  • Regularly coordinate with USAID/SA- participating in internal and external-facing meetings as requested


  • Lead communications with and participate in meetings with USAID/SA Mission and local partners


The objectives of the consultancy will be to:


  • Work alongside USAID/South Africa to prepare for the Q4 reporting window, reviewing tools, templates, and guidance


  • Support USAID local partners in South Africa to prepare for reporting high-quality and timely data to both the PEPFAR ER and HRH data streams during the FY24 Q4 reporting window.


The consultant will make him/herself available to deliver technical assistance on all aspects of data entry for USAID local implementing partners for the collection and cleaning of routine ER and HRH data. The consultant will work via a proactive virtual model, leading up to the provision of technical assistance to local partners in South Africa.


The consultant will support end-of-year FY24 activities in preparation for the FY25 ER-HRH reporting window per the below:


  • Launch ER-HRH engagement with Mission South Africa ahead of the FY24 reporting period


  • Remain available to engage local partners and respond to ad hoc questions


  • Develop and maintain up-to-date expertise in PEPFAR and USAID financial / resource and HRH monitoring requirements, methodology, process, and systems for which supporting in a virtual TA capacity:


    • Review and develop deep understanding of new and updated PEPFAR and USAID-specific guidance for ER and HRH data streams


    • Participate in a USAID and ASAP II facilitated virtual trainings on PEPFAR ER and HRH Reporting


    • Participate in any follow up training sessions and/or routine/ad hoc update calls with USAID SA points of contact (Po Cs)


    • Plan, capacitate, and coordinate with key stakeholders to prepare for successful local partner reporting and cleaning of data


    • Maintain contact lists and tracking of country-specific needs alongside USAID SA mission Po Cs if/as needed


    • Conduct follow-up virtual orientation sessions for local USAID implementing partners and/or associated USAID SA mission staff using USG-provided materials and with the virtual support of USAID SA Po Cs if/as requested


    • As needed, support country specific coordination and communication of country specific local partners


  • Support initial technical assistance efforts to ensure USAID local implementing partners report high-quality expenditure reporting and HRH data during Q4 reporting (beginning Oct. 1, 2024):


    • Once given the green-light by USAID leadership, proactively contact each local partner and send regular reminders/follow up as needed and/or responding to questions from local partners


    • Provide one-on-one virtual technical assistance (i.e., phone, email, web-based conferencing tool) on understanding the data collection, methodology such as categorizing and allocating expenditures and other data, as well as navigating the data collection and submission workflow process if/as necessary


  • Liaise with USAID SA Po C to fully address technical, systems, process concerns where necessary


Methodology and Available Resource Materials

The following materials – resources will be made available to the Consultant:


  • Consultant will have access to the relevant documents on Google filing system for the purpose of completing consulting assignment project research and report writing purposes.


  • Consultant will be provided with reports from last year’s FY23 reporting period, technical strategy documents, and other relevant documents or reports


  • An email address will be provided to the consultant and utilized for all project-related work.


Deliverables and Reports


The Consultant will submit written reports, presentations, manuals, tools and other deliverables as requested, including:


  • Provide weekly updates to the USAID SA POC through a designated tracker


  • If/as required, submit an updated status of incomplete tasks and develop an action plan to address them


  • Provide inputs into the FY24 Q4/annual report


  • Complete written monthly activity progress narrative reports attached to each invoice submitted.




Requirements

  • Master’s degree in Accounting, Finance, Business Administration, or similar field of study and at least five years of relevant experience in financial and administrative management with International organizations or a bachelor’s degree in a related field of study and at least eight years of relevant experience


  • Experience in tracking and collecting resource data


  • Familiarity with PEPFAR requirements, business requirements, programming and policies


  • Excellent communication/coordination and analytic skills


  • PEPFAR expenditure reporting and HRH reporting experience


  • Excellent interpersonal, writing, and oral presentation skills, with the ability to adapt messaging to various audiences in English.


  • Excellent interpersonal skills and ability to work with individuals from diverse professional backgrounds, with experience working in multidisciplinary teams.


  • Analytical thinking and attention to detail, with demonstrated experience in managing complex projects in a fast-paced and deadline-oriented environment.


  • Strong stakeholder relationship and communication skills.


  • Proven capacity to take initiative, strong work ethic, and the ability to work well independently and as part of a team.


  • Experience with PEPFAR and other USAID offices and/or initiatives preferred
