Context:
Reporting directly to the Director of Information and Communication Technology/Chief
Information Officer (ICT/CIO), the Chief Technology Officer (CTO) is responsible for driving
technology-enabled innovation and delivering the digital technology backbone to enable IOM to
scale capabilities needed to achieve its mission of humane and orderly migration.

The Chief Technology Officer will lead, manage, and coach a global and diverse team of
cross-functional resources to define technology strategy, modernize technology infrastructure
and operations, and manage technology innovation across IOM while fostering a culture of
innovation, sustainability, and agility. They will collaborate with other members of the ICT
management and leadership teams to continually evolve the ICT department and maximize the
value of technology investments at IOM.


Core Functions / Responsibilities:
1. Build the CTO Team and establish relationships with key business partners and stakeholders.
Represent ICT in different institutional bodies and governing forums.

2. Work with the CIO and ICT Management team to create, execute, and update ICT's vision,
mission, and strategy, aligning with business partner strategies.

3. Oversee business-led technology solutions, ensuring they follow ICT governance practices,
policies, and standards.

4. Maintain a holistic understanding of IOM’s business and identify opportunities to introduce or
enhance technology solutions to accelerate delivery of business outcomes.

5. Be a trusted advisor for business partners and other stakeholders, driving strategic
discussions and influencing decisions on technology selection, design, and use.

6. Champion innovation and digital transformation by keeping up with business and technology
trends and identifying opportunities to deliver value.

7. Build and operate enterprise-wide technology components and services, including
infrastructure, networks, compute and storage, integration, and middleware services.

8. Define and manage technology standards and policies, and drive adoption of standard
development methods, approaches, and tools.

9. Govern and execute technology change across all environments ensuring minimal disruption
to existing products, services, and solutions.

10. Design, execute, and operate service management capabilities and tools, service catalog,
and service performance management and reporting framework.

11. Monitor, measure, report, and review performance of infrastructure, network, and operations
services and take corrective action as needed.

12. Lead innovation and Research and Development efforts to explore new technologies and
evaluate their potential for IOM.

13. Continually assess and evaluate the impact of emerging technologies against strategic
business needs and interpret business value for leadership team.

14. Drive technology optimization by adopting standard ICT agile methods, rationalizing
application architectures, and consolidating platforms.

15. Develop, manage, and report on investment plans and budgets, providing transparency into
costs and value for business stakeholders.

16. Promote the consolidation of platforms, applications and services across IOM, reducing
complexity, technical debt and recurring/fixed cost.

17. Serve as a point of escalation for issues and decisions for the Valencia-based entities of the
department.

18. Redesign processes to optimize flow, reduce waste, and improve effectiveness and
efficiency.


19. Manage and mitigate risks and ensure compliance with IOM and ICT policies, standards,
procedures, and security requirements.

20. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Engineering, Computer Science, Software Engineering, Business
Management, or a related field from an accredited academic institution with ten years of relevant
professional experience; or,
  • University degree in the above fields with twelve years of relevant professional experience.
  • Industry professional certification of any areas above will be a distinct advantage.
Experience
  • At least ten years of IT experience in relevant industry experience, including five years in a
leadership role;
  • At least eight years’ experience in at least two IT disciplines (such as enterprise architecture,
solution architecture, network design/management, cloud technologies, middleware design and
integration, database management or ICT operations management) in a heterogeneous
environment;
  • Experience in design/management or Implementation of large-scale, enterprise applications;
Exposure to Data Centre Optimization, Data Centre Management Processes, Virtualization,
public cloud services (AWS and/or Azure);
  • Experience in multi-vendor service management;
  • At least six years’ experience working with multi-national or multicultural environment;
  • Executive leadership/technology team management experience leading, managing and
mentoring global teams’ growth and performance;
  • Experience with cloud implementations (Saa S, Paa S, Iaa S), SOA, APIs, open data,
microservices, MS Share Point and Dynamics, event-driven IT and predictive analytics; and,
  • Experience in technology lifecycle management and integration techniques for dissimilar
systems. Skills
  • Advanced knowledge of business re-engineering principles and processes; Good
understanding of Design thinking, planning and conducting user research, user testing, A/B
testing, rapid prototyping.
  • Extensive experience in establishing and managing technical teams from inception, with a
capability for hands-on leadership when necessary.
  • Thorough understanding of technical processes and life cycle methodologies, including Agile
and Dev Ops.
  • Comprehensive knowledge of leading infrastructure, networking, platform, and cloud solutions.
  • Proven track record in designing, implementing, and managing contemporary technology
architectures.
  • Substantial experience in driving innovation and change management within organizations.
  • Expertise in low-ops/no-ops automation across technical teams.
  • Demonstrated ability to lead change effectively at various organizational levels, integrating
technology with business needs.
  • In-depth knowledge of holistic and next-generation enterprise architecture.
  • Ability to rapidly understand the functions and capabilities of new technologies.
  • Deep understanding of industry best practices and emerging technologies for driving digital
transformation.
  • Proven proficiency in partnering with business stakeholders for strategic alignment and
governance.

  • Advanced experience in IT management, agile development practices, and global IT delivery
models.
  • Successful in designing and executing large-scale IT transformation initiatives on a global
scale.
  • Excellent collaborator with outstanding interpersonal and diplomatic skills, capable of
facilitating, negotiating, and influencing for successful outcomes.
  • Proven ability to lead and manage diverse, multi-functional global teams effectively.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French,
Spanish and/or another official UN language (Arabic, Chinese, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
