Context:
Under the overall supervision of the Director of Information and Communication Technology
(ICT) and Head of Strategy, Resource Management and Governance, under the direct
supervision of the Senior Resources Management Officer for ICT and close coordination with
ICT Programme Managers, the Finance Support Officer will be responsible and accountable for
supporting the programme execution and monitoring the budgetary, financial, supply chain,
human resources and administrative functions for the operations of IOM’s global Migrant
Management Operational Systems Application (Mi MOSA) and other projects as assigned.

Context:

with Programme Manager, in monitoring and overseeing the day-to-day resources management
functions, including budgetary, financial, supply chain, human resources and administrative
functions of the assigned projects in accordance with IOM regulations and established
procedures as well as specific donor requirements, including monitoring financial expenditure,
accountability and project deliverables.
2. Draft relevant project documents and budget development analysis as part of project
development process. Support in project implementation as well as financial management,
including monitoring, unit reporting and coordinating on donor financial reports.
3. Provide support in conducting a resources planning analysis including workforce planning and
staff projectization plan. Ensure that the staff costs are charged to the assigned project correctly
in line with IOM’s Projectization Principle.
4. Undertake financial analysis of programmes/projects assigned. Conduct cost analysis and
analyse variances between budget and expenditures. Recommend action to prevent projects
from going into deficit and commit projects in any ineligible costs. Submit a comprehensive
report to SRMO and Programme Managers on a monthly basis.
5. Ensure that accounting data are properly entered into the Enterprise Resource Planning
(ERP) system, in accordance with IOM’s financial rules, regulations and practices. Initiate the
transactions re-coding with the approval of SRMO.
6. As part of resources planning and execution, support and monitor human resources
management and supply chain processes of the assigned projects. Provide guidance or
support to Programme Manager or project staff to initiate the required processes in line with
standard Human Resources (HR) and Supply Chain lead time.
7. Monitor the invoicing processes. Help to ensure that the relevant invoices/credit note(s) are
submitted by vendors to IOM in a timely manner. Assist to verify it and coordinate with
Programme Manager on the confirmation of goods/service received.
8. Monitor and administer the ERP system, Project Management or Budgeting tool system as
assigned.
9. Participate in reviewing existing systems and procedures and, if necessary, recommend
possible improvements to strengthen internal monitoring, evaluation and control systems and
improve efficiency and effectiveness.
10. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
- Master’s degree in Business Administration, Finance, Management, Accounting, or a related
or,
- University degree in the above fields with four years of relevant professional experience.
- Experience in IOM administrative and financial management, budget monitoring, cash
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of
- Experience supervising the development and implementation of administrative control
procedures.
Skills
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
