Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the
benefit of all. It does so by providing services and advice to governments and migrants.

Context:
Project Context and Scope
At IOM Headquarters, within the Crisis Coordination Unit of the Department of Humanitarian
Response and Recovery (DHRR), the Ukraine Coordination Cell (UCC) manages IOM’s overall
response in Ukraine and affected countries in the region. Over two years into the full-scale war,
the response continues to be a priority for humanitarian and development partners, as almost 10
million people remain affected by displacement, within Ukraine and across borders. Against this
backdrop, IOM has issued its Strategic Response Plan: Ukraine and Neighbouring Countries
(SRP, 2024-2026) which will drive the Organization’s initiatives for the next three years, aiming
to reach the most vulnerable.

Extensive destruction and ongoing human suffering persist as Ukraine enters its third year of
full-scale war, coinciding with the 10th anniversary of Russia's occupation of Crimea and the
onset of armed conflict in eastern Ukraine. Since the start of the full-scale war, latest data reveal
30,457 civilian causalities, including 10,582 civilians killed of which 587 are children.

Approximately 14.6 million people continue to be in need of humanitarian assistance in Ukraine
as massive destruction further impacts essential services already decimated by the war,
including access to education, health services and water (OCHA). As of June 2024, IOM
estimated more than three million persons being internally displaced within Ukraine. Similarly,
the number of refugees and third-country nationals (TCNs) in neighbouring countries continue to
grow, with six million refugees recorded in Europe. The impacts of the continued destruction
have led to heightened protection risks and negatively affected the mental health and
psychosocial well-being of people affected by the war. As the humanitarian crisis continues,
IOM continues to monitor refugees’ intentions and their needs to promote social cohesion and
equal access to services in all countries of the response. With over 1,700 staff members
working in Ukraine and neighbouring countries, 80 per cent whom are nationals of the country
they work in, IOM has been working to find long-term solutions for people affected by the war.

remarkable resilience, and IOM remains committed to supporting their journey toward a more
stable future.

Organizational Department / Unit to which the Consultant is contributing:
Under the direct supervision of the Ukraine Response Emergency Coordinator and in close

coordination with other UCC staff, the consultant (Category A) will support the development and
roll-out of the Monitoring and Evaluation Framework for the Ukraine and Regional Response in
line with the IOM Global Strategic Results Framework and SRP, 20242026.

Core Functions / Responsibilities:
Tasks to be performed under this contract
1. Review the IOM Global Strategic Results Framework and the Strategic Response Plan (SRP)
2024-2026 to understand the overarching goals, objectives, and indicators.

2. Conduct an initial assessment of existing Monitoring and Evaluation (M&E) practices, tools,
and frameworks currently in use for the Ukraine and Regional Response.

3. Building on the draft developed by the Ukraine Coordination Cell, develop a comprehensive
Monitoring and Evaluation Framework tailored to the Ukraine and Regional Response, ensuring
it aligns with the IOM Global Strategic Results Framework, SRP 2024-2026, and current project
indicators. Ensure the M&E framework includes monitoring of cross-cutting sectors such as
Protection from Sexual Exploitation and Abuse (PSEA) and Accountability to Affected
Populations (AAP).

4. Design tools and templates for data collection, analysis, and reporting.
5. Develop training materials and resources to build the capacity of IOM staff across Ukraine
and the region on the new M&E framework and provide ongoing support and technical
assistance to staff during the initial rollout phase.

6. Develop database to track implementation of the M&E framework and results.
7. Develop a sustainability plan to ensure the long-term viability and continuous improvement of
the M&E framework.

Performance indicators for evaluation of results
1. A Monitoring and Evaluation Framework document to measure effectiveness and impact of
the Ukraine and regional response
2. Compilation of tools and templates for data collection, analysis, and reporting developed
during the consultancy

Required Qualifications and Experience:
Education
  • Master’s degree in Development, Political Sciences, International Relations, Governance or
Social Sciences or a related field from an accredited academic institution with four years of
relevant professional experience;
  • University degree in the above fields with six years of relevant professional experience.
Experience
  • Experience in monitoring and evaluation in the context of a governmental, non-governmental
or intergovernmental organization. Skills

  • Knowledge of development of data collection methodologies and tools, their administration and
evaluation techniques and practices;
  • Knowledge and understanding of the migration issues in the region is an advantage; and,
  • Creating and implementing M&E systems for a UN agency or an international is a strong
advantage. Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Notes
The consultant must adhere to the International Organization for Migration (IOM) Data
Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all
given assignments for accurate translation.
