Consultant, National Road Safety Expert - Vietnam

Organizational Context
The Global Road Safety Partnership (www.grsproadsafety.org) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC) and is a voluntary association of governments, businesses and civil society organisations. Both the IFRC and Global Road Safety Partnership are headquartered in Geneva, Switzerland. The aim of the Global Road Safety Partnership’s work is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries. Globally, road crashes are estimated to cause some 1.19 million deaths and 50 million serious injuries annually and represent a silent humanitarian crisis. Approximately 90%% of the casualties in this global man-made crisis are in low-and-middle-income countries. In addition to the incalculable pain and suffering, there is an economic cost in these countries of some $65 billion per annum.
Under the Bloomberg Initiative for Global Road Safety (BIGRS), the Global Road Safety Partnership is supported by Bloomberg Philanthropies to undertake projects in a number of low- and middle- income countries to reduce road crash deaths and serious injuries. In particular, GRSP builds the capacity of road police in BIGRS priority cities to strengthen their ability to enforce road safety policies, including Hanoi, Ho Chi Minh City (HCMC) and Da Nang in Vietnam. GRSP also supports policy change and implementation on the national and sub-national level through the provision of grants and technical assistance to local civil society organizations and Red Cross Red Crescent National Societies. In addition, through GRSP members, various road safety projects are funded in Vietnam, requiring direct in country support. From time to time, the consultant may be required to provide some support and country specific advice as new projects are introduced.

Job Duties and Responsibilities
- To contribute to a reduction in road crash death and injury in target locations.
- To develop and demonstrate models which encourage investment in road safety and the engagement of in-country member affiliates.
- To build local capacity in data collection and analysis, project identification, design and implementation, and monitoring and evaluation.
- Coordinating the work of field-based staff to achieve country/city-based programme objectives.
- To align efforts with the Decade of Action goals.
Specifics of the role
This consultancy requires ongoing coordination of GRSP activities including the following BIGRS activities:
- coordinate local trainings with the Hanoi, HCMC and Da Nang Traffic Police and Peoples Police Academy, as per agreed 2025 workplans (including travel to each city to support GRSP training activities, assist with some minor translation of documents from time to time, as required by GRSP)
- attend monthly partner phone calls and support preparation of monthly and 6 monthly reporting documentation
- attend relevant meetings in country as required by GRSP’s Geneva and Asia Pacific Regional Office
- other activities as agreed with Global Manager/Asia Pacific Road Policing Manager.

Desired outcomes
This consultancy contract is to enable GRSP work to be facilitated and conducted including road police capacity building training in the cities of Hanoi, Ho Chi Minh City and Da Nang. The consultant will also give support to GRSP’s CEO, Global Manager, Road Safety Projects Manager, and Road Policing Capacity Building Programme Manager as required in support of these activities.
Method of delivery and reasons for selecting that method
Capacity building training workshops, face-to-face meetings; travel to Hanoi, HCMC and Da Nang for training delivery, related field-based capacity building activities and attend all relevant partner meetings as determined by the Road Policing Capacity Building Manager.
Support to be provided to the consultant
GRSP will provide an open communication channel to the GRSP Secretariat, together with global and regional technical and administrative support as required, expert advice and guidance, global good practice materials and in-country support when needed.
Schedule for payment of fees
Payments shall be made monthly upon receipt of an authorized invoice for workdays performed in line with this Terms of Reference and following receipt and approval of that month’s progress report.
Time Allocation, for budget purposes
The assignment is for a period of 12 months from 01 January 2025 to 31 December 2025, working for a total maximum of 130 days at 225 CHF daily fee.
Management of consultancy
The manager for this consultancy is the GRSP CEO for Core activities, GRSP Road Policing Capacity Building Manager (Asia Pacific) for relevant activities.
Notes
- The consultant will be contracted by the IFRC, and the standard contractual terms will apply.
- Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC’s relevant regulations.
