Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NS). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NS with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (the Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The Health and Care Department falls under the NSDOC division.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
At Geneva level the Health and Care Department focuses on two strategic directions:

- WASH System Strengthening

Job Purpose
The overall objective of this consultancy is to provide support as defined in these terms of reference for the IFRC Health and Care Department’s housed and chaired Alliance for Malaria Prevention (AMP) Partnership, particularly the Optimizing Insecticide-Treated Net Access in Africa (OPITACA) Project.
Job Duties and Responsibilities
Support to the Alliance for Malaria Prevention coordination (10 days)
- Support restructuring of the AMP website: compilation of feedback from partners, integration of new features on the platform and information management.
- Support the AMP Working Groups, in particular the Humanitarian and At-Risk Populations (HARP) and Emerging Issues Working Group (EIWG).
Support to the Alliance for Malaria Prevention/OPITACA (20 days)
- Support/coordinate data collection, compilation and visualization for the ITN campaign tracker.
- Support/coordinate data collection and compilation for the 2024 ITN campaign distribution data for the World Malaria Report.
- Assist in coordinating and communicating with RBM concerning the integration of data into the Global Malaria Dashboard.
- Support development of a document on how digital tools can be deployed and used to enhance ITN distribution in complex operating environments.
Alignment to the IFRC’s Strategy 2030
The consultancy aligns to the Federation’s Strategy 2030 as it supports the achievement of Global Aims:
Global Aim 1: People anticipate, respond to and quickly recover from crisis.
Global Aim 2: People lead safe, health and dignified lives and have opportunities to thrive.
Project objectives and timelines:
Objective #1: Support (re)engagement of National Societies in malaria activities through ensuring that up-to-date resources are available and aligned with global technical guidance from WHO.
Desired outcomes: Red Cross / Red Crescent National Societies can access malaria technical resources.
Objective #2: Scaling up and maintaining universal coverage targets of malaria prevention with ITNs through all available channels including mass distribution campaigns and continuous distribution.
Desired outcomes: Guidance documents and case studies produced and available to national malaria programmes and partners on the AMP and/or continuous distribution website.
Support to be provided to the consultant
The consultant will be supported by the Lead, Malaria Programs, the Senior Officer, OPITACA, the Officer, AMP Coordination, the Officer, AMP Country Support and various consultants that work together with the malaria team on a regular basis.
Time allocation, for budget purposes
The consultancy will be for 30 billable days from 01 December 2024 to 30 June 2025.
Travel is envisaged with the consultancy.
Notes
- The consultant will be contracted by the IFRC and the standard contractual terms will apply.
Experience
Required
- 1-2 years working in international health.
- Experience with qualitative and quantitative research and knowledge extraction and management.
- Interest and experience in the use of digital tools for improving efficiency of service delivery.
- Experience in communicable disease would be an asset.
Knowledge, Skills and Languages
Required
- Excellent English communication skills.
- Strong organization and project management skills.
- French or another language would be an asset.
