Context:
Within the Department of Migration Pathways and Inclusion the Labour Mobility Division
technically oversees the Organization’s portfolio of migrant integration and social cohesion,
including pre- and post-arrival orientation, integration support services and programming related
to combatting xenophobia and discrimination. Labour Mobility Division (LMD) is responsible for
LMD’s portfolio on migrant integration in development and humanitarian contexts while being
the focal point for labour pathways for refugees and and other displaced populations and pre-
and post-arrival orientation in labour migration pathways. The division coordinates broadly
internally, including with the Resettlement and Movement Management (RMM) Division on
pre-arrival orientation.
Similarly, the Unit seeks to further expand and strengthen its programming on social cohesion
by leveraging community-based social mixing models, integration approaches, and monitoring
and evaluation with a view to promoting IOM’s global footprint in combatting xenophobia and
and host communities.
Under the overall supervision of the Head of the Labour Mobility Division of the Department of
Mobility Pathways and Inclusion, direct supervision of the Senior Specialist (Regular Pathways
and Inclusion) and, in collaboration with relevant units at Headquarters and the Administrative
Centres, the Migrant Integration and Social Cohesion Officer will be responsible and
accountable for the coordination and implementation of knowledge management and capacity
building activities related to the cross-cutting programming on integration and social cohesion.
Core Functions / Responsibilities:
1. Provide technical, administrative and logistical support for coordination and engagement, with
Regional Offices and Country Offices, to assist with the development and assessment of
dedicated labour and economic pathways where mobility is an opportunity as well as a durable
solution, including for displaced talent and other categories of vulnerable migrants.
2. Provide technical support and guidance to IOM missions’ programmatic, operational and
policy initiatives related to migrant integration, social inclusion and social cohesion
programming. Contribute technical inputs to support the development of tools, research and
methodologies and operational guidance on integration and inclusion in line with organizational
objectives and strategies.
3. Support the rollout of LMD’s Labour Pathways Operational Guidance through a well-executed
capacity building plan, coordinated with the Regional and Country offices - with a particular
focus on the tools related to integration and inclusion through technical workshops, webinars,
and training.
4. Coordinate LMD knowledge management activities, including providing technical inputs for
the development of global guidance, toolkits, e-learning and measurement tools, especially with
a focus on social inclusion and cohesion, measuring social mixing and measuring integration,
and pre-and post-arrival orientation.
5. Recommend and deliver training to help strengthen the capacities of IOM staff in the
cross-cutting issues of integration and social cohesion in close coordination with Regional
Thematic Specialists. Support the organization and coordination of networks of expertise,
learning events, conferences and webinars.
6. Coordinate and provide technical support for programme development and resource
mobilization, with a view to expanding global programming on integration and social cohesion.
7. Work with the Senior Specialist to expand partnerships and other forms of collaboration by
researching and recommending innovative approaches, possible interventions and resource
mobilization efforts.
8. Contribute to other knowledge management activities by collecting and disseminating lessons
learned and best practices and assist internal IOM teams and external stakeholders to share
best practices and to implement joint projects focused on utilizing digital tools and technologies
and tools that enhance employment and integration of migrants.
9. Perform such other duties as may be assigned.
Education
- Master’s degree in Development Studies, Human Development, or a related field from an
- University degree in the above fields with four years of relevant professional experience.
- Experience and knowledge of IOM’s institutional approaches and programming related to
- Experience with youth and community empowerment programmes, adult learning approaches
- Experience in project development, implementation and/or management; and,
- Excellent writing and communication skills, which involve experience in language editing,
- Ability to research, interpret information, identify and analyse problems and propose solutions;
- Demonstrated ability to coordinate with multiple stakeholders;
- Familiarity with resettlement and integration contexts and policies across various states;
- Strong practical knowledge on digital communications which include managing social media
- Proficiency in digital communication tools and platforms; and,
- Demonstrated general analytical skills.
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Other:
Internationally recruited professional staff are required to be mobile.
