Context:
The Migrants in Countries in Crisis (MICIC) Guidelines have been a vital tool to help member
states, emergency responders, civil society, and other actors create policy and design
interventions to save migrant lives when crisis or disaster strike. Since the publication of the
guidelines in 2016, multiple countries, emergency responders, migrant groups, and other
stakeholders have been utilizing the MICIC guidelines to create more positive outcomes for
migrants during emergency or crisis situations.
Under the overall supervision of the Chief, Preparedness and Climate Change Adaptation
(PCCA) Division and the direct supervision of the MICIC Programme Coordinator, the Thematic
Specialist (MICIC) will manage and coordinate the production of the new MICIC guidelines,
leading workstreams to gather inputs from IOM technical experts across various sectors
including Protection, Humanitarian Response, Disaster Risk Reduction, Climate Change
Adaptation, Migration Movement, Labour Migration, Community Stabilization and Cohesion

among others.
Core Functions / Responsibilities:
1. Oversee the updating of the 15 MICIC guidelines, producing high-quality policy guidance
inputs, operational tools, and informational products aimed to help member states, national
responders, civil society and migrant groups to better respond to the needs of migrants caught
in crisis.
2. Conduct a comprehensive mapping of existing MICIC products and resources, including
toolkits, operational tools and relevant legislation, analyse existing operational frameworks and
identify gaps.
3. Gather and analyze relevant inputs from IOM experts, other agencies, academia and other
relevant partners for the preparation of policy guidance that is reflective of the latest
multistakeholder expertise.
4. Engage closely with member states to gather best practices, gaps, needs and case studies to
ensure that products being developed are responsive to the needs at the government level for
practical guidance.
5. Lead the collection of case studies from targeted country offices and best practices to
modernize example practices with current, effective examples from recent crisis and synthesize
these inputs into draft texts for the anticipated 2025 MICIC Guidelines.
6. Develop specialized operational technical tools based on the MICIC guidelines in
climate-change induced migration, humanitarian movements in emergencies, and mass
maritime movements.
7. Check coherence across the documents produced under MICIC and their ability to support
member states to meet commitments under global frameworks (such as the SDGs and GCM),
and other critical commitments and related tools (IOM Strategic Plan 2024-2028, Migration
Governance Indicators), and provide advice in this respect.
8. Coordinate consultations with relevant internal and external stakeholders to ensure broad
input into the guideline revision process and to promote the adoption of the revised MICIC
Guidelines by member states and partners.
9. Support the MICIC Coordinator in the monitoring and implementation of the updated
guidelines, collecting feedback, case studies, and lessons learned to inform future revisions and
improvements.
10. Participate in resource mobilization efforts, including the preparation of funding proposals
and reports to donors, to sustain the MICIC unit's activities and expand its reach.
11. Undertake duty travel as required.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education

• Master’s degree in International Relations or Social Sciences, Humanities, or a related field

from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven of relevant professional experience.

Experience

• Strong thematic knowledge and experience on humanitarian crisis response, migration issues,

and trends;

• Experience in developing, drafting and/or delivering high-quality policy or major research

documents;

• Good project management and communication experience, particularly on projects involving

multiple stakeholders;

• Experience in coordinating multiple-stakeholder projects;
• Experience working at international level with UN, international humanitarian organizations,

non- governmental or governmental institutions/organizations in a multi-cultural setting;

• Previous experience in engaging stakeholders at the governmental level; and,
• Experience in conducting assessments, analysis and research studies.

Skills

• Publication of research, reports and best practices is an advantage;
• Excellent English writing and proof-reading skills, ability to develop clear, concise and

persuasive text;

• Demonstrated ability to work effectively, accurately and independently, including when working

against sudden, multiple, tight, and demanding deadlines;

• Demonstrated knowledge of graphic design or multimedia communication tools is a strong

advantage; and,

• Proficient in the use of Microsoft Office products particularly Share Point and Teams and other

software used for presentations including Excel, Word, Power Point, Publisher, Adobe, etc. Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
