The Ethics and Compliance Officer (ECO) is responsible for driving the integration of high performance with high integrity in Lilly Taiwan. The role requires engagement with other members of the leadership team and affiliate functions to provide expert Ethics and Compliance guidance on affiliate strategies, decisions and activities. The ECO works with other personnel and teams in the global Ethics and Compliance organization to understand and coordinate implementation in Taiwan of Lilly’s Ethics and Compliance Program (including risk assessment, policies, communications, training, monitoring, etc.) in a way that effectively supports the affiliate risk management and identifying areas to improve business systems based on monitoring findings and business needs. The ECO is expected to have regular interactions with internal and external stakeholders to ensure alignment with ethics and compliance objectives.

Job Overview
The Ethics and Compliance Officer (ECO) is responsible for driving the integration of high performance with high integrity in Lilly Taiwan. The role requires engagement with other members of the leadership team and affiliate functions to provide expert Ethics and Compliance guidance on affiliate strategies, decisions and activities. The ECO works with other personnel and teams in the global Ethics and Compliance organization to understand and coordinate implementation in Taiwan of Lilly’s Ethics and Compliance Program (including risk assessment, policies, communications, training, monitoring, etc.) in a way that effectively supports the affiliate risk management and identifying areas to improve business systems based on monitoring findings and business needs. The ECO is expected to have regular interactions with internal and external stakeholders to ensure alignment with ethics and compliance objectives.
Key Responsibilities:
E&C Program Management:
- Collaborate/consult with leadership to ensure the key elements of an effective compliance program are built into local governance and decision forums, business and operational processes, and training.
- Ensure reliable controls are in place and understood by the business to address key risk areas (existing and emerging) to mitigate/prevent – in the “what”, “how” and “why” so that business activities are appropriately implemented.
- Collaborate with the business and other E&C functions to regularly develop and implement dynamic compliance risk assessments and integrate mitigating measures into business processes.
- Responsible for E&C procedure localization and providing input to global procedure requirements and updates.
- Responsible for developing and driving monitoring plans, root cause analysis, and meaningful corrective actions/preventive actions in close collaboration with an integrated approach across other E&C functions (E&C Monitoring COE, E&C Capability Teams, Data Analytics Team, etc.).
- Actively contribute to key meetings in E&C (e.g., monitoring forums, staff, etc.) and with business partners (e.g., lead teams).
- Leverage E&C data analytics and tools for insights to ensure timely and effective risk management.
- Responsible for driving E&C-related compliance communications and training needs for the business.

- Effectively communicate the ‘state of control’ to leadership teams.
- Ensure business processes and operational procedures are consistent with Global Policies and Standards.
- As a member of the NAPAC E&C team, this position is also expected to work closely with other NAPAC ECOs to deliver NAPAC-wide risk management and shared learning.
Business Influence and Cross Function Collaboration:
- As a member of the affiliate Lead Team, through deep business acumen and effective influence the integrity agenda across different layers of the organization/leadership, ensure business discussions and decisions encompass and consistently take into consideration appropriate ethics and compliance elements, and that there is clear business ownership of ethics in all decisions taken.
- Influence leadership and business practices through effective communication of internal policies/standards and external environment risks.
- Ensure an open and collaborative environment that promotes teamwork, open communication, and collaborative interactions to foster a culture of integrity.
- Collaborate effectively with other areas across the Global Ethics and Compliance function and assurance functions to influence outcome of change initiatives.
- Collaborate with and influence Alliance Partner(s) to ensure high performance with high integrity in alliance settings in close partnership with business. Lead the compliance review and compliance agreement development for new business development deals.
- Represent Lilly in the local industry association and in the interactions with regulators.
- Coach and develop people in E&C including but not limited to direct report(s).
- At least 3 years of experience within the pharmaceutical or related healthcare industry.
- Professional level proficiency in the local language (speak, read and write) – to operate effectively with industry associations and regulators in Taiwan.
- English proficiency to work across NAPAC hub and to contribute to global E&C.
- Bachelor's degree.

- Demonstrated history of operating with integrity. Candidate must not have had any compliance violations over the last 12 months.

- Strong strategic and critical thinking and ability to effectively operationalize the strategy.

- Strong business knowledge and leadership skills (critical thinking, detailed and results oriented, etc.), including a strong reputation for integrity and sound judgement.
- Juris Doctorate or equivalent professional experience preferred.
