Responsibilities and Accountabilities:
- Devises and employs fruitful sourcing strategies
- Is the leader of procurement in the affiliate, with that creating and guiding the short, mid and long-term strategy of the area.
- Builds the short, mid and long term strategies related to savings plan and payments terms negotiation
- Pro-actively collaborates with departmental budget holders and event coordinators to identify procurement opportunities, to ensure the clarity of the specifications and expectations of the company.
- Selects carefully new suppliers and ensures that the suppliers follow Roche Supplier Code of Conduct, share our commitment to sustainability, are financially stable and can provide sufficiently qualified manpower.
- Collaborates with Legal department to review commercial terms and ensure contracts properly define requirements.
- Supports sourcing activities by working with stakeholders to prepare Request for Proposals (RFPs), reviews bids, and negotiates with external vendors to secure that value for money and excellent service levels are maintained.
- Performs risk management regarding supply contracts and agreements.
- Improves payment terms and optimizes them resulting in optimized cash flows and a significant reduction in deposit invoices pre-event.
- Identifies supply and quality problems proactively and supports the development of corrective actions to the benefit of Procurement's internal partners.
- Responds to questions, complaints, protests and disputes. Partners with the supplier to find pragmatic and long lasting solutions and collaborates to improve the work relationship.
- Maintains records of approved suppliers and periodically evaluates vendor performance (e.g. conformance with stated requirements, trends, anomalies)
- Tracks and reports key functional metrics to reduce expenses and improves effectiveness. Anticipates unfavorable events through analysis of data and prepares control strategies.
- Controls spend and builds a culture of long-term saving on procurement costs.
- Maintains appropriate formalized purchasing policies, compliance and procedures across all departments.
- Trains and assists the internal business partners in the procurement process, and using purchasing software.
- Pro-actively takes part in procurement projects and initiatives.
- Keeps the development and maintenance of a suitable contract database including a clear contractor overview highlighting key contracted information.
- Approves the ordering of necessary goods and services.
- Works with the Roche network (other affiliates and global) to find better solutions
Job Requirement

Skills & Knowledge:
- Negotiation skills – ability to achieve the best possible deal while listening actively, asking guiding questions, focusing on mutual benefit and maintaining a relationship outcome. Assertiveness as well as decision making are essential skills for successful negotiation.
- Quality Awareness – ability to apply and communicate procurement laws, policies and procedures to persons internal and external to the division to meet the best interest of Roche Taiwan.
- IT skills – strong system experience and knowledge IT infrastructure / systems processes
- Excellent communication skills with advanced knowledge in English and traditional Mandarin
