Senior Buyer

GENERAL PURPOSE
The Procurement Sr. Buyer will be responsible for overseeing entire procurement process and activities in Taiwan under a matrix organization collaborating with teams.
He or she is accountable to manage and lead the local teams and partners with APAC sourcing teams to deliver the Taiwan procurement targets including procurement process & governance, operation efficiency & improvement, Yo Y & In-Year savings, cash improvement, capital management, supply base optimization, supplier management, 3rd party quality & delivery support, and elevate service levels to meet or exceed the expectations from business and functional leaders in Taiwan.

He or she is accountable to manage and lead the local teams and partners with APAC sourcing teams to deliver the Taiwan procurement targets including procurement process & governance, operation efficiency & improvement, Yo Y & In-Year savings, cash improvement, capital management, supply base optimization, supplier management, 3rd party quality & delivery support, and elevate service levels to meet or exceed the expectations from business and functional leaders in Taiwan.
JOB REQUIREMENTS
- Execute and support the entire daily operation (Source to Procure) related to procurement activity collaborating with business team.
- Negotiate long-term and spot contracts with suppliers, manage contract lifecycles, and renew contracts before expiration.
- Deliver the P&L values from Procurement function to the market, namely, developing the procurement category strategies and execute accordingly, optimizing the supply base, quality support opportunities, and delivering procurement savings （Yo Y and In-Year）and accountable payment cash improvement.
- Serve as the primary contact for suppliers, effectively managing supplier relationships and acting as the single point of contact for strategic suppliers including supplier portfolio management.
- Procurement contribution by early involvement in new projects supporting business growth.
- Fully leverage the APAC central procurement resources and elevate the service levels required by Taiwan business and functional teams.
- Be responsible for governance and control of procurement activities to ensure the compliance to company policies and local regulations, meanwhile leverage the best practices and drive consistency across NEA region.
- Be the escalation channel on procurement related issues in Taiwan and drive cross-functional problem solving until closure.
- Clarify procurement needs and track procurement performance, in addition identify areas for continuous improvement and execute the improvement actions.
- Be part of Taiwan team and closely co-work with local business team in Taiwan.
- Be the change agent, lead all changes and improvement activities proactively, drive the Procurement Upgrade in Taiwan
EDUCATION AND EXPERIENCE
- Bachelor's degree or equivalent, MBA is a plus.
- Minimum 5 years or above sourcing & procurement experiences.
- Working experience with MNCs, General Constructors, Sub-contractors is a plus.
- Familiar with cost reduction methods and tools.
- Preferable experience in an innovative but also cost-driven environment, building or construction industry working experience is a plus.
- Working knowledge of the legal or financial aspects of procurement, and contracting laws is a plus.
SKILLS AND ABILITIES
- Proficiency in Taiwanese and English with strong writing and reading skills in both languages.
- Microsoft office (Excel, Word, Power Point)
- Strategic and logical thinking
- Quick learning and adaptation to be adaptable towards a rapidly changing environment
- Stakeholders’ management with clear communications
- Good interpersonal skills to enable and manage strategic relationships internally and externally
- Good data processing and excellent presentation skills
