JOB DESCRIPTION:
Purpose of role:
To lead and oversee all aspects of facilities and operational support services at the school ensuring the provision of clean, healthy, safe and secure facilities and premises and a stimulating internal and external environment for all stakeholders, securing operational excellence and legal compliance through the effective working of key support teams to support and promote the needs of all stakeholders in terms of learning, teaching and well-being.

Responsible for: Facilities and Operations Coordinators, lead of IT Team, lead of kitchen Team, lead of Security Officer Team, the lead Drivers Team, and their team members.
Key Functional Relationships:
Internal: School Licensee, Programme Principals, School Leadership Team, including Heads of Finance, HR, Safeguarding (DSLs), Director of Sport, School Senior Advisor, Health and Safety Team, Fire Marshalls
External: ISP Property Manager, IT Manager, Finance Manager, ESG Manager, Regional Managing Director
Responsibilities:
As a member of the School Leadership Team (SLT), contribute specialised knowledge and expertise to whole school discussions and decision-making processes that are fully aligned with the BCIS guiding statements (mission, vision and values) and approved strategic and school improvement plans. The role is crucial to the sustained growth of the schools, to help the school to maintain our status as the school of choice in our local area, and moreover, to effectively deliver Amazing Learning to our students and families.
Key Responsibilities: Licensing, Inspections & Compliance:
  • Ensure that the school is fully compliant with all local, regional, or national regulations.
  • Constantly keep up to date the school´s property data
  • Coordinate with the regional team to ensure compliance inspections and checks are carried out, documented and up to date, as well as validating all documents uploaded in the system.
  • Ensure school facilities are ready for any planned or unplanned inspections.
  • Remain in compliance with the company´s standard and all guidelines (the guidelines and standards are set in accordance with ISP/School Policies, technical manuals, and Mo E/ISP Health & Safety Audits.)
  • Ensure any possible non-compliance is documented and planned interventions are timely.
  • Proactively identify and raise any H&S or safeguarding risk.
  • Maintain dynamic collaboration with H&S school or regional team.
  • Follow ISP procurement policy and raise Purchasing Orders as required.
  • Control all organized events, paying particular attention to compliance, including the Health and Safety and welfare of all staff/students and parents.
  • Co-ordinate with the Health and Safety Officer about all aspects of Health and Safety and Fire Safety including co-ordination of all inspections to re-new school license.
  • Ensure the correct supporting documentation and compliance reports are received before authorising payments to subcontractors.
BCIS Head of Operations and Facilities
Capex Planning:
  • Engage in strategic thinking to elaborate and submit to region the 5YPD in collaboration with the SLT.
  • Contribute to small item capex budgeting in collaboration with the SLT.
  • Collaborate with the regional team to deliver major capex projects within budgeted cost, scope, quality, and time.
Health and Safety:

Support the role of designated Health and Safety Officer and serve on the Health and Safety Committee.

Take responsibility for external health, safety and fire risk inspections and for specialist audits and testing.

Ensure compliance with all relevant legislation and guidance, undertaking training regularly and ensuring that staff training is up to date and that appropriate records are kept.
  • Manage the fire protection equipment and security systems.

Ensure compliance with the required weekly, monthly and termly safety checks.

Undertake specific health and safety walks in conjunction with the H&S officer at least half-termly and maintain records, advising the Head of School and French and Cambridge Programme Principals of any issues arising and ensuring that appropriate action is taken.

Investigate all accidents or incidents with the Health and Safety Officer to ensure that health and safety practice is robust.

Help the Safety Officer in reporting accident to the French and Cambridge Programme Principals, and the Head of School as appropriate.

Support the external audits for health and safety and fire-risk and address any issues arising.

Act as advisor and administrator on Health and Safety issues together with the health and safety officer, to the ALT and SLT, particularly those in practical areas.

Be responsible for devising, reviewing and updating the school’s crisis management and disaster recovery plans through consultation with the ALT/ SLT representatives, and ensure such procedures are clearly communicated to all staff and members of the school leadership team. Maintenance:
  • Use facilities management software (FMS) to monitor, measure and manage facility maintenance operations.
  • Oversee the Facilities and Campus Operations Coordinators as they lead, support and oversee maintenance and cleaning teams at schools.
  • Ensure the supervision of outsourced services´ correct works delivery, in accordance with contract Service Level Agreements (SLAs). • Monitor, liaise and report to maintain standards of specialist subcontractors such as, but not limited to, pool maintenance, security, catering, transport, waste management and cleaning. In addition, ensure that time sheets are monitored, and any potential financial exposure or risk is recognized and highlighted to SLT & ISP Regional Property Manager.
  • Ensure the school delivers its additional planned inhouse/outsourced maintenance tasks and they are correctly uploaded in the system.
  • Be a proactive participant in all management and working groups as required by SLT/ISP.
  • Conduct regular visits at least once a year with the Head on School and maintenance teams to produce a report of the current wear & tear school status, as well as ensuring an action plan is put in place and delivered timely.
BCIS Head of Operations and Facilities
  • Ensure best balance between Reactive-Preventative maintenance.
  • Ensure that all facilities are functional and operational to the standards expected by SLT and ISP. CLEANING & HYGIENE
  • Oversee the Campus Operations Coordinators to ensure they manage the cleaning and hygiene tasks to be performed as per clearly defined weekly routines.
  • Oversee the creation of written procedures for the cleaning of teaching and non-teaching spaces.
  • Oversee the Facilities and Campus Operations Coordinator to ensure drinking water quality testing, kitchen sanitisation, pest control, medical service waste disposal, meet appliable regulations.
  • Supervise Campus Operations and Facilities Coordinators to ensure quality and efficient service in relation to cleanliness and hygiene.
  • Establish KPIs to monitor and report service level to SLT and regional team on a regular basis. SECURITY
  • Ensure the school has a security programme in place, being led by qualified personnel, that addresses all aspects of security at the school (inc. access control procedures for students, staff and visitors, transportation management, video surveillance management, emergency responses protocols, drop off/pick up traffic operations, adult adherence to policy and procedure)
  • Ensure that staff are aware of the procedures on security and the use of alarm systems.

Ensure there is an appropriate system of key holding management,

Conduct periodic reviews of site security and ensure appropriate improvements are implemented.

Issue and monitor the use of security cards and keys within the school.

Establish a system for security controls including parking of cars and other vehicles within and adjacent to school property
  • Establish security emergency response protocols and promote staff training. Give clear instructions to address all the potential internal and external risk factors that could cause disruption to the learning and well-being provision. BUDGET & COST CONTROL
  • Forecast the facilities Opex budgets (maintenance, utilities, services...) supporting the school Head of Finance and the regional team to put together all requested information.
  • Be responsible for the correct allocation for any property related budget, ensuring funds are available throughout the financial year to carry out all planned activities including licenses renewal, preventative maintenance programme, Health and safety audit actions, security, cleaning, hygiene pest control and landscaping auxiliary services, products, and supplies.
  • Produce school´s property budgets annually and make sure they are based on the revised internal programs for preventative maintenance, security, cleaning, hygiene pest control and landscaping auxiliary services, products, and supplies.
  • Monitor budget expenditure and take timely decisions and give advice to avoid budget variances monthly.
  • Set cost-saving targets on a yearly basis, i.e. 2% of expenses reduction that could be achieved by maintenance process optimisation and from procurement negotiations. ENVIRONMENT & SUSTAINABILITY
BCIS Head of Operations and Facilities
  • Promote, lead and report sustainability initiatives within the school community with the focus of student learning and engagement.
  • Drive initiatives to constantly reduce the school’s CO2 footprint, embedding a continuous improvement environmental and energy efficiency culture. Report all implemented changes results. LEADERSHIP & MANAGEMENT

Monitor to ensure appropriate staffing levels and deployment of staff in all facilities and operations-related departments.

Ensure recruitment and selection procedures are followed for all appointments, according to the BCIS Recruitment and Retention Policy, and ISP safer recruitment expectations, liaising with the HR Manager.

Undertake the day-to-day management of designated staff.
  • Supervise and train custodial, mechanic and maintenance team; evaluate workloads and reassign job functions for more efficient operation.

Complete the annual professional development and growth process using the agreed systems, identify staff training needs and evaluate the effectiveness and impact of training.

Supervise and manage any apprentices allocated to the premises team.

Ensure the provision of proper training and ensure ongoing feedback and coaching to all school´s facilities and operations related staff.
  • Communicate positively and effectively at all levels, ensuring all verbal instructions/communication is supported by tangible follow up via email/minutes.
  • Actively respond to school needs with a customer service focus.
  • Communicate and drive ideas and have a full understanding of the diverse cultural requirements within the school.
  • Meet, and whenever possible, exceed parental/student and staff expectations.
  • Attend school at weekends from time-to-time subject to facilities and operations requirements and when directed by the school’s SLT.
  • Communicate plans for improvements to senior level management and maintenance team.
  • Ensure student/staff and parental expectations are not compromised by reactive planning.
PROFESSIONAL DEVELOPMENT

Participate in the school, department and individual review process (School Self-Evaluation)

Actively seek opportunities for CPD/ professional learning in order to keep up to date with current best practice internationally

Attend such meetings, workshops and courses provided in school which support the School Improvement Plan

Provide appropriate CPD/ professional learning for colleagues as needed
GENERAL

Attend and participate in the organisation of school events, productions and sporting events when required

Take responsibility for Health and Safety matters for the areas within which you work and report any matters that are a hazard thus ensuring that adequate safety precautions are taken with the students

Follow the Safeguarding and Child Protection policy at all times

Be a role model for students and ensure adherence to the Staff Code of Conduct

Carry out other related duties as required by the Head of School and in liaison with the Academic Leadership Team (ALT) or School Leadership Team (SLT) as appropriate.

OTHER RESPONSIBILIITES
  • Ensure safeguarding and child protection are taken into consideration

Ensure all internal and external environments are aligned with the BCIS Learning Principles and are guided by the mission and vison of the school

Be responsible for all aspects of the school’s risk management, including ensuring all necessary risk assessments are completed and the necessary checks are in place to meet all audit requirements.
  • Be the primary interface within the ‘Facilities and Operations Teams’ co-ordinating as directed by the Head of Property – Vietnam/ Thailand with all third-party FM providers BUT taking on the responsibilities of items detailed above.
  • Have a full understanding of the MEP infrastructure in assigned school, with the ability to respond immediately to any operational requirements so far as is practical, legal, and affordable as per current and planned policies and/or budgetary constraints enforced by ISP.
  • Provide seamless co-ordination within the school to ensure that academic studies can function both safely and professionally with minimal/zero inconvenience. (This should be achieved by the supervision of all maintenance/service levels agreements within all areas and at all levels of school management and administration as laid down by the approved organisational structure.)
  • Identify and drive procurement initiatives in constant coordination with the regional procurement team to assess cost saving or cost avoidance initiatives.
  • Support by putting together school information for central procurement initiatives.
  • Manage or provide support accordingly with any operational contingency that may occur.
