Adding to these challenges, climate tech startups often find themselves navigating a fragmented support ecosystem, where the lack of a centralized source of information on funding opportunities, regulatory requirements, and technical assistance creates significant hurdles. Many startups are left uncertain about where to seek critical resources and guidance, leading to inefficiencies and delays in their growth. Specifically, many startup companies have approached DCCE seeking guidance and support, particularly regarding funding available. However, without a structured roadmap, DCCE has struggled to provide effective advice and guidance. These startups are often unsure which government organizations or agencies to approach in order to obtain the support they need. This lack of direction, coupled with limited access to tailored support, hampers their ability to secure the necessary funding and expertise to scale their innovations, further stalling progress in the climate tech sector.
In response to these barriers, GGGI, in collaboration with Beacon Venture Capital and the Department of Climate Change and Environment (DCCE), is developing a Climate Tech Startups Roadmap for Thailand. This roadmap will provide clear pathways for startups to access funding, regulatory guidance, and support mechanisms, ultimately fostering a more robust innovation ecosystem in the climate tech sector.
OBJECTIVES OF THE ASSIGNMENT
The consultant is expected to deliver a comprehensive Climate Tech Startup Roadmap for Thailand. The Roadmap should provide clear pathways for climate tech startups to access funding, technical support, and market opportunities. It will be based on thorough stakeholder consultations, an analysis of current challenges, and identification of best practices globally. The Roadmap is expected to include, but not limited to, the following information:- Analysis of the current climate tech startup landscape in Thailand (e.g., players, market potential, policy and regulatory frameworks, challenges and opportunities, etc.)
- Watchlist of key climate tech subsectors (up to 10 attractive subsectors)
- Startup roadmap
- Available technical, financial, and business development support with identified public or private entities providing such support
DELIVERABLES AND PAYMENT SCHEDULE
- Conduct consultations with relevant stakeholders, including startups, government agencies, financial institutions, venture capital firms, investors, etc., to gather input and feedback on the challenges and opportunities faced by climate tech startups in Thailand.
- Conduct a thorough analysis of the current landscape for climate tech startups in Thailand and identify key barriers to growth and opportunities for support and development. The analysis will draw data gathered from stakeholder consultations, available desktop research, and best practices globally.
- Identify up to 10 attractive climate technology subsectors (Watchlist) where targeted support from the PE Trust to enhance the growth and scalability of startups could make a significant impact.
- Draft the Climate Tech Startups Roadmap, incorporating insights and feedback from stakeholders and analysis. Share the draft with stakeholders for review and validation, and finalize the document based on their inputs.

EXPERTISE REQUIRED
- Advanced degree in a relevant field (e.g., environmental science, sustainable development, business, innovation, or related disciplines).
- At least 8 years of experience working on startup or innovation ecosystems.
- Proven track record in supporting and scaling startups, particularly in the climate tech sector, with hands-on experience in entrepreneurship, business development, or investment in early-stage ventures.
- In-depth knowledge of the startup ecosystem, including experience with funding mechanisms (e.g., venture capital, private equity, grants) and regulatory frameworks relevant to startups.
- Experience in developing strategic roadmaps or guiding innovation ecosystems, preferably with experience in Southeast Asia or other emerging markets.
- Experience working with Thai government agencies is a plus.
- Strong stakeholder engagement skills, with experience in facilitating consultations and workshops involving government agencies, startups, investors, and technical experts.
- Excellent analytical and strategic thinking skills, capable of translating stakeholder insights and research into actionable roadmap recommendations.
- Strong report-writing and communication skills, with the ability to convey complex ideas clearly and concisely to diverse audiences.
- Fluency in English is required; knowledge of Thai or experience working in Thailand is an advantage.
