Medical Referral Assistant (National Position)

Job Overview/Summary: The Medical Referral Assistant will be a member of the Health Department based in Mae Sot, working under the supervision of the Senior Medical Referral Officer. This position entails assisting the Senior Medical Referral Officer with daily tasks, managing referral documentation, coordinating with relevant parties, and supporting patient transfer activities, including the collection of receipts and payment processing.
Major Responsibilities:
Documentation and Referral Forms
1. Check all referral forms and printing requests every 3 months.
2. Ensure all documents for patients referred to Chiang Mai or other hospitals are complete.
3. Prepare authorization for Chiang Mai referral patients and other hospitals such as Phitsanulok Hospital, as well as official letters to Thai hospitals.
Food and Supplies Management
4. Support the Mae Sot and Mae Ramat food allowance twice a month.
5. Ensure that patient companions receive food from Karen Refugee Committee (KRC) (2 meals per day) and inform the number of companions daily.
6. Order plastic bags and send them to KRC every 3 months.
Office and Equipment Maintenance
7. Ensure the Mae Sot Hospital office is clean and in good condition.
8. Regularly check and replenish the contents of emergency medical kits.
Planning and Coordination
9. Plan activities (duty roster, holidays, etc.).
10. Ensure proper information flow between IRC camp health workers, base staff, and Mae Sot Thai Hospital staff.
11. Ensure IRC rules and regulations are respected during transportation and stay at the Patient House at Chiang Mai.
12. Participate in the revision/update of IRC Referral Procedures and guidelines.
13. Assist in organizing trips to Chiang Mai and coordinate with the logistics/admin department about transportation and authorization aspects.
14. Ensure effective coordination with camps about referrals and provide proper feedback.
15. Coordinate with Thai hospitals (Mae Sot Hospital, Umphang Hospital) about health campaigns, including follow-up on appointment dates and campaign outcomes.
Patient Care and Follow-up
16. Closely follow up on patients with complex/expensive care with support from the Clinical team.
17. Coordinate effectively with partner NGOs (Child’s Dream and BCMF) about patients referred to Chiang Mai Hospital, including follow-up on appointment dates and treatment outcomes.
18. Ensure Hepatitis C patients receive treatment in the C Free program by coordinating with Give Hope for new patients.
19. Assist in submitting new cases for VCT patients to the AIDS and STI division.
20. Assist with regular visits to Maela, Umpiem, and Nupo IRC health facilities to provide technical support for referral activities (follow-up on appointment dates, organization, information flow, etc.), in coordination with the Maela and Umphang Clinical Manager.
Financial Management
21. Ensure all hospital bills from Thai hospitals are received and enter the referral data.
22. Assist with Thai hospital payments for the Health Program and Emergency Program.

Indirect Reporting: Senior Health Manager
Other Internal and/or external contacts:
Internal: Programs, Camp base Assistant, and Operations Departments
External: Hospital Staff, Relevant health departments
Job Requirements:
Education: Diploma or higher education. nurse or other medical background is an advantage.
Work Experience: At least 1 year of relevant work experience in a similar position. Experience in NGO work is preferred.
Demonstrated Skills and Competencies:
1. Ability to manage multiple tasks, respond to urgent requests, and meet regular deadlines.
2. Fast learner with strong organizational skills.
3. Effective time management skills.
4. Intermediate level computer skills – Microsoft Office – Outlook, Excel, Word.
5. Good interpersonal and communication skills.
6. Available to travel as requested and handle pressure and multiple.
7. Positive thinking with a ‘can do and teamwork’ attitude.
Language Skills: Good command of Thai, and English language skills. Burmese or Karen is an advantage.
License: n/a
Working Environment:
This position will support the Senior Medical Referral Officer and will be based in Maesot, Tak province. Available to travel as requested.
