Chief of Party – USAID-funded U-MIND Activity (Ukraine)

Corus International was formed through the strategic merger of IMA World Health (operating as a public health organization since 1960), and Lutheran World Relief (operating as a livelihoods organization since 1945), and today includes the smaller entities of Charlie Goldsmith Associates, Ground Up Investing, and Farmers Market Coffee. Corus International works in over 20 countries in Africa, the Middle East, and Latin America, with a primary focus on health, livelihoods, and emergency response.
Today, IMA offers extensive expertise in managing and implementing highly successful and complex donor-funded programs in nutrition, maternal and child health, health systems strengthening (HSS), malaria, HIV/AIDS, sexual and gender-based violence (SGBV), and neglected tropical diseases (NTDs). IMA has managed an average of $100 million annually over the last four fiscal years, through grants and contracts from DFID, USAID, CDC, World Bank, the Global Fund, OFDA, UNDP, MCC, and private donors. IMA has been implementing donor-funded programming in Ukraine since the 2022 full-scale invasion.
Based in Kyiv, the COP will have overall responsibility for managing and coordinating consortium activities, staff, and leadership to achieve sustainable results per the contract and donor guidelines. S/he will serve as the primary liaison with USAID, the Government of Ukraine, IMA headquarters, and other relevant project stakeholders. S/he will ensure the project's goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. S/he is responsible for directing the consortium team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The COP also ensures that all management systems, from technical to M&E to finance actively support timely and accurate project reporting and cost-effectiveness for successful implementation of the project. Additionally, S/he is responsible for ensuring compliance with IMA/ Corus's policies and procedures and USAID rules and regulations, including responsibility for ensuring sub-awardee compliance and monitoring the quality of program implementation. The position will be based in Freetown. S/he will report directly to the Managing Director, Europe, Middle East and Asia (EMEA) for the anticipated U-MIND Activity.
The COP position will be based in Kyiv. Actual hiring is contingent upon successful agreement award and USAID approval.
Duties:
- Provide overall program, strategic, and technical leadership and supervision of all project activities, including sub-awardees and project personnel, to ensure program activities maximize project objectives.
- Lead all project planning responsibilities, including the production of annual workplans and budgets and performance monitoring plan, ensuring alignment of the budget to expected results and ensuring cost-effective use of resources.
- Lead the Program Management Unit, providing overall leadership and supervision of all project activities, including sub-awardees/contractors and project personnel.
- Ensure results-oriented technical components and evaluate program effectiveness, determining corrective action as needed to improve goal achievement
- Oversee implementing partners and advise on technical issues
- Manage funds and sub-awards within the U-MIND consortium
- Ensure strong working relationships with implementing and technical partners, the Ministry of Health, and USAID
- Support development and monitoring of technical work plans and budget
- Identify lessons learned and best practices for external dissemination
- Ensure programmatic compliance with USAID rules and regulations
- Work closely with HQ staff to ensure effective, timely, and coordinated project implementation
- Ensure visibility of program results, achievements, and lessons learned through presentations at conferences and workshops and/or by publishing articles in professional journals
- Oversee property and equipment acquisition, disposition, and management.
Requirements:
- Master's degree in public or mental health fields, international development, or related field, with a minimum of 10 years of experience in a senior role designing and overseeing integrated health programs of a similar size and scope
- At least 5 years of prior experience as a COP, Deputy COP or equivalent (preferably on a USAID-funded project) is required.
- Experience in Ukraine or the region is required
- Minimum of 8 years of progressively responsible work experience successfully working on fast-paced multi-disciplinary teams to achieve development results on large donor-funded health programs
- Successful experience and significant understanding of private sector service delivery approaches, capacity strengthening for health system building blocks, and community-based care
- Extensive experience working with public and private health sectors to increase institutional capacity in health system building blocks, particularly service delivery, health financing, and supply chains
- Experience overseeing the development and implementation of M&E and knowledge management strategies relevant to international public health projects.
- Experience in managing complex partnerships, preferably consortium-based engagement is required
- Strong knowledge and awareness of Ukraine's and USAID's global health sector initiatives, as well as country-driven activities and priorities
- Strong understanding and experience with USG acquisition and assistance instruments and policies, procedures, and requirements
- Demonstrated experience leading diverse teams to achieve successful project implementation, financial management, and reporting.
- Demonstrated ability to operate at advanced levels of authority and accountability for achieving results.
- Fluency in English and Russian is required, including strong oral and written communication and presentations skills
- Working knowledge of Ukrainian is highly desired
