Context:
Under the overall supervision of the Chief of Mission (Co M), and the direct supervision of the
Programme Manager (Data and Analytics), the Data and Analytics Programme Officer will be
responsible for the successful supervision and implementation of assessments, coordination of
high quality data collection, analysis and information products.
Core Functions / Responsibilities:
1. Support Data and Analytics (D&A) staff in organising and implementing data collection
planning, quality control monitoring, data collection and analysis.
2. Plan and monitor the implementation of assessments and workflows conducted by
help ensure timeliness and quality standards in the implementation of field activities.
3. Coordinate and help improve field IM and progress monitoring systems to maintain and
improve data quality and support continuous improvements and learning across field operations.
4. Contribute to the design of methodologies and assessments which can inform
evidence-based humanitarian and recovery response by IOM and partners.
5. In close coordination with the Information Management (IM) and analysis sub-unit, contribute
to the analysis of field data collection outputs, serving as a technical liaison between field
operations and IM operations within the D&A unit.
6. In close coordination with D&A Reporting sub-unit, contribute to the timely preparation of
information products, and information sharing and dissemination to relevant channels at the field
level.
7. Support capacity building of implementing partners and data collection teams by contributing
to the development of training materials, and delivering field operations trainings to help ensure
principled and quality implementation of data collection activities by enumerators and local
partners.
8. Support the D&A field team in building their liaison and representation capacity to facilitate
effective local and regional level coordination with partners and data users, as well as to
strengthen information flow from the field level to the D&A unit leads.
9. Undertake duty travel to support field operations as required.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Information Management, Computer Science, Media or Social Sciences or
experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Experience in research, information management, emergency humanitarian operations;
storage, processing, and analysing data to generate information products;
- Experience with handling confidential data.
- In-depth knowledge of the latest technological developments in information technology and
- Demonstrated understanding of different data collection and sampling methodologies;
- Demonstrated ability for leadership in the context of partnership building and consensual
- Proven experience in reproducible statistical analysis with R and/or Python – ideally the
organized to assess those skills;
- Proficient in data visualization and report generation with tools such as Microsoft Power BI;
- Ability to formulate IM-related technical requirements and Operating Procedures using
- Ability to compile and holistically analyse diverse datasets;
- Demonstrated team-building and information management skills;
- Familiarity with different assessment cycle steps and data collection in emergency settings;
- Ability to develop and implement technical solutions to improve quality control;
- Computer literacy – knowledge of MS office (word, excel, powerpoint) required.
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of
Ukrainian and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish)
is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Other:
Internationally recruited professional staff are required to be mobile.

Recommended candidates will remain eligible to be appointed in a similar position for a period
of 24 months.

nationals of the duty station’s country cannot be considered eligible.
Appointment will be subject to certification that the candidate is medically fit for appointment,
accreditation, any residency or visa requirements, and background verification and security
clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be
required for individuals hired on or after 15 November 2021. This will be verified as part of the
medical clearance process.
