Procurement Officer (Ukrainian Nationals Only)

Responsible for day-to-day procurement of goods & services and strategic sourcing activities to meet the organization’s Procurement needs. This role requires engaging with suppliers, facilitating the tendering process, negotiating contracts, ensures that purchase requisitions are processed efficiently, purchase orders are issued accurately, and deliveries are completed on time and ensuring the organization achieves value for money while maintaining compliance with internal policies and standards.
The post holder will be responsible for the overall implementation of effective procurement practices. In addition to mentioned above responsibilities the post holder may be responsible for support of Warehouse duties from time to time when there are peaks in workload at the Warehouse.
KEY AREAS OF ACCOUNTABILITY:
Sourcing:
- Maintain, and execute the rolling Sourcing Pipeline to meet current and future organizational demand.
- Execute operational procurement activities, including receiving and processing purchase requisitions to meet business and program requirements.
- Collaborate with internal stakeholders to understand program and functional needs, forecasting future demand to ensure proactive procurement planning.
- On-time and efficient processing of purchase orders, contracts, invoice processing and procurement documents in line with organizational policies.
- Facilitate the sourcing processes, formal quotations, ensuring alignment with business requirements.
- Draft contracts, FWAs, with awarded suppliers.
- Monitor and report on sourcing activities, including measuring financial benefits and preparing Business Approval Forms (BAF) for contract approvals.
- Update the product catalogue in the procurement system, ensuring all relevant items are available and current.
- Coordinate with field offices to align sourcing strategies and ensure adherence to procurement policies.
- Support supplier registration and update roster of pre-qualified suppliers, ensuring compliance with SCI supplier registration processes.

In case of need assist with the buying processes, including simple and single quotations, monitor and track purchase orders and follow up with suppliers to ensure delivery schedules are met but not more than 30% of working time.
Reporting - Submitting timely reports on all aspects of procurement and KPI management.
- Support audit review for both internal and external audits
- University Degree in a related field.
- Diplomacy, tact and negotiating skills.
Essential
- 1-2 years’ experience in Logistics/Sourcing/Buying Management.
- Team-working skills.
- Flexibility under pressure and in response to changing needs.
- Attention to detail and excellent numeracy.
- Good experience in Procurement.
- Written and spoken English at beginner level.
- Ability to keep clear and concise records.
- Commitment to SCI child safeguarding policies, equal opportunity and gender policies.

Commitment to humanitarian principles and with the aims and objectives of SCI Ukraine
Desirable - Previous work experience, ideally with non-governmental organizations would be an advantage.
- Logistics training or qualification an added advantage.
- Experience of supervision of staff and good teamwork (integration).
The duties and responsibilities as set out above are not exhaustive and the role holder may be required to
carry out additional duties as warehousing and support of other offices with procurement activities, etc within
reasonableness of their level of skills and experience.
