Gender Equality Technical Advisor (Ukrainian Nationals Only)

ROLE PURPOSE:
The Gender Equality Technical Advisor uses their in-depth contextual understanding, technical and practical expertise, and relationship building skills to define and deliver our strategic ambition for advancing gender equality in Ukraine. The role leads strategy development and the technical design, implementation and measurement of high-quality programmes that advance gender equality and ensure that children in all their diversities can equitably access, participate within, benefit from and act as decision makers for both humanitarian and development programming. The post holder works with all sectors and functions of the organisation to mainstream gender and address GBV risks across the programme cycle.
The role provides leadership to ensure our work is grounded on intersectional gender and power analysis, and supports the design and implementation of gender sensitive monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners. The role works closely with SCI staff and with partners, especially women’s/girls’ rights and gender equality-focused organizations, fostering the building of ownership and agency of local organisations. It provides leadership to design, adapt and deliver gender sensitive- and -transformative content for capacity building and system strengthening of staff and partners across a mixed-delivery approach that combines direct and partner implementation modalities. This role also includes a strong focus on support for proposal design for new business development.
Across Departments in a matrix-organisation structure typical of an SCI Country Offices, the Gender Equality Technical Advisor must prove able to build effective work-relations with all teams including: other TAs to ensure gender mainstreaming across all sectors and cross-cuttin themes; MEAL to measure achievement and progress against program goals; Finance Department, with regards to budgeting and spending follow-up; - Awards Unit, for programmatic grants kick-off, modification requests and most importantly to meet quality of reporting standards in-line with donors’, SC Members’ and SCI’s requirements and compliance; - HR Department for integration of gender equality considerations into HR processes; - Advocacy, Campaign, Communication and Media (ACCM) Department to support national advocacy and influencing. Finally, but not the least, the Gender Equality Technical Advisor works daily very closely with field-based Teams, within the Operations Department; as such, the Director and Deputy Director of Operations, Area Directors/Managers and area Heads of Programmes are key stakeholders. The role is also expected to engage with internal technical working groups and communities of practice (COP), including regional and global gender equality COPs.
KEY AREAS OF ACCOUNTABILITY:
Leadership, technical advisory and quality assurance
  • In line with the 2025-2027 Country Strategic Plan (CSP), contribute to the strategic vision and direction of SCI Ukraine programme and portfolio, by leading the systematic integration of gender equality into strategic, technical and operational processes
  • Provide technical leadership to lead the implementation of a Gender Equality Action Plan for the country office, grounded on Save the Children’s gender equality and GBV tools and approaches
  • Build capacity of SC staff and partners in key technical approaches related to gender equality and GBV, via developing and facilitating high quality training, workshops, webinars, etc.
  • Provide oversight and guidance to the programme implementation teams, including partners, to ensure that thematic programme components are technically sound and grounded on gender and power analysis, implementation methods are consistent with national and global strategies, acknowledged good practice and that gender and GBV issues are raised and addressed in real-time – e.g., in the Digital Learning spaces, Child Friendly Spaces, schools and other implementation sites.
  • Support the HR department ensure an analysis is done on the level of gender balance amongst SCI Ukraine staff.
  • Ensure that GBV mitigation measures are factored into all sectors and programmes by adopting a risks mitigation approach to both proposal design and implementation.
Programme design and proposal development
Under the guidance of the Director of New Business Development (NBD) Unit and in cooperation with NBD staff, as well as in cooperation with the Director of the Recovery and Resilience Initiative for long-term programming:
  • Lead and/or support high quality gender-sensitive and gender-transformative programme design and proposal/concept note writing (including budgeting) across humanitarian and long-term programming
  • Work with cross-functional colleagues across the movement and with local partners to conceive technical programme designs that are evidence-based and in line with our programme quality principles, international standards, and donor requirements.
  • Uphold accountability for Save the Children’s Global Gender Equality Marker (development or humanitarian) in proposal design processes.
  • Identify opportunities for the design of targeted gender equality and GBV interventions.
Monitoring, Evaluation, Accountability and Learning
Under the guidance of the Head of MEAL Unit and in cooperation with PDQ- and field-based MEAL staff:
  • Lead and/or support the usage of gender sensitive MEAL approaches and tools such as gender analysis, safety audits, rapid needs assessments and situational analysis, and others.
  • Contribute to the development, dissemination, monitoring and evaluation of innovative programme quality tools and resources focused on advancing gender equality.
  • Contribute towards the creation of an organisational learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and understands its link to quality and accountable programming.
  • Undertake field visits to project sites; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning, course-correction and improvement.
  • Ensure the quality, clarity and consistency of technical components of internal and external reports (e.g., project reports, sit-reps, internal updates), prioritizing and embedding gender equality across framing and content, in collaboration with relevant colleagues
External representation
  • Represent Save the Children in relevant gender and GBV networks, including the GBV Area of Responsibility, in order to identify gaps and opportunities, and to position Save the Children in the humanitarian coordination system.
  • In alignment with the CO Country Strategic Plan (CSP) and leadership, engage in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in gender equality programming.
  • Map and engage with formal and informal networks of women-led, girl-led and gender-focused organizations and identify possible opportunities for collaboration.
  • Foster partnerships with feminist organisations focused on women’s and girls’ rights, engaging men and boys, equal rights and advancing gender equality.
  • Leverage and liaise with technical colleagues and networks from across Save the Children ensuring that learning from the Country Office is shared with others and global lessons brought back.
Cross-cutting
  • Comply with Save the Children policies and practice with respect to safeguarding (child safeguarding and PSEA), code of conduct, health and safety, equal opportunities and other relevant policies and procedures, in order to advance SCI’s global priorities, such as (but not limited to) gender equality, disability inclusion, safe programming and safeguarding, child participation.
  • Actively contribute to strengthening team spirit and cooperation within the PDQ Department Team.
  • Promote accountability and high performance, encourage a culture of learning, creativity and innovation, support staff and colleagues in efforts to deliver outstanding results for children in Ukraine.

QUALIFICATIONS AND EXPERIENCE
Essential
  • Degree in Women and Gender Studies or related degree with focus on gender equality and inclusion in international development, social work, public health, sociology, anthropology or related area, or equivalent experience
  • At least 5 years’ relevant experience working on gender issues ad providing technical leadership for the design and implementation of humanitarian and/or development programmes focused on advancing gender equality, including experience with humanitarian response
  • Strong understanding of gender equality and GBV principles, practices and humanitarian standards; relevant national and global gender-focused policy priorities; and key gender inequalities impacting children in Ukraine.
  • Demonstrated strong knowledge and skills related to gender sensitive and transformative programme design and fundraising, monitoring and evaluation, including designing pathways to sustainable impact at scale.
  • Significant experience in gender equality training, capacity building, and mentoring, and a demonstrated ability to make complex concepts compelling and accessible.
  • Experience of strategy development and planning to advance gender equality and social justice.
  • Demonstrated knowledge and skills related to intersectional gender and power analysis, and the design, piloting, implementation and evaluation of innovative technical tools and resources to advance gender equality through programming and advocacy initiatives.
  • Skilled at networking, representation and partnership development in order to promote learning, strengthen civil society and mobilise resources.
  • Able to generate and use data and evidence to innovate, deliver, learn and share what works and what does not work for addressing the root causes of harmful gender norms and promoting gender equality for and with children.
  • A high level of written and spoken English, Ukrainian and Russian languages, including an ability to write clear and well-argued reports.
  • Excellent communication, influencing and presentation skills.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Desirable
  • Experience working in a specialist GBV role and/or GBV programming.
  • Knowledge of one or more specific technical areas such as Education, Child Protection, MHPSS, and Child Rights.
  • Master’s degree in relevant field of studies.
  • Experience in advocacy.
Specific experience of designing and managing projects for major humanitarian and/or development donors.
