Role Overview
We are seeking an experienced and detail-oriented Project Controls Manager to lead the planning, scheduling, cost control, and risk management functions for large-scale civil and rail infrastructure projects in Dubai. The successful candidate will ensure that projects are delivered on time, within budget, and according to the required quality standards by implementing effective project controls processes and tools.

Role Overview
We are seeking an experienced and detail-oriented Project Controls Manager to lead the planning, scheduling, cost control, and risk management functions for large-scale civil and rail infrastructure projects in Dubai. The successful candidate will ensure that projects are delivered on time, within budget, and according to the required quality standards by implementing effective project controls processes and tools.
Key Responsibilities
- Project Planning and Scheduling: Develop and maintain detailed project schedules, ensuring that timelines are realistic and achievable. Monitor project progress and adjust schedules as needed to address any changes or delays.
- Cost Control and Budget Management: Oversee the development and monitoring of project budgets. Track costs and ensure that all financial reporting is accurate and aligned with the project’s financial objectives.
- Earned Value Management (EVM): Implement and manage EVM systems to track project performance and forecast potential deviations in scope, cost, and schedule.
- Risk Management: Identify potential project risks and develop mitigation strategies to minimise their impact on project delivery. Regularly update risk registers and coordinate risk management activities with project teams.
- Change Management: Monitor and manage changes in project scope, cost, and schedule. Ensure that all variations are properly documented and approved.
- Data Analysis and Reporting: Provide detailed performance reports, including cost forecasts, progress tracking, and risk assessments, to senior management and key stakeholders.
- Stakeholder Communication: Act as the main point of contact for all project controls-related issues, liaising with internal teams, clients, and contractors to ensure that project performance is aligned with expectations.
- Resource Allocation: Work closely with project managers and engineers to ensure that resources are allocated efficiently and in line with project requirements.
- Compliance and Standards: Ensure that all project controls processes adhere to local regulations, industry standards, and company policies.
- Team Management: Lead and develop the project controls team, providing training and support to ensure that best practices are followed across all areas of project controls.
- Education: Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related field. Professional certifications such as PMP, APM, or AACE CCP are highly desirable.
- Experience: Minimum of 10 years’ experience in project controls, with a strong focus on civil and rail infrastructure projects. At least 5 years in a project controls management role.
- Regional Experience: Experience working on infrastructure projects in the Middle East, particularly in Dubai or the UAE, is highly advantageous.
- Technical Expertise: Proficient in project controls software such as Primavera P6, Microsoft Project, and other relevant tools. Strong understanding of cost control principles, scheduling techniques, and risk management.
- Earned Value Management (EVM): Solid experience in implementing and managing EVM systems to track project performance.
- Analytical Skills: Strong analytical skills with the ability to interpret complex data and provide actionable insights to senior management.
- Communication Skills: Excellent written and verbal communication skills, with the ability to present detailed reports and analyses to both technical and non-technical audiences.
- Problem-Solving: Ability to anticipate potential issues and provide innovative solutions to ensure that project goals are met.
