Summary
Plans, organizes, directs, and coordinates instructional programs for an academic division. Plans and develops curriculum, programs, and services that meet the needs of a highly diverse urban student population.
Distinguishing Career Features
The Dean for an Instructional Division integrates and provides academic and administrative support to faculty and a diverse student population. The Dean requires the ability to direct and integrate the activities of an academic division and its related functions and services, to provide leadership over curriculum, faculty and support staff, and assure excellence in delivering higher education. The Dean also requires the ability to facilitate professional development, establish standards and assess performance of faculty members.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
- Provides leadership for program development, plans for current additions, modifications, and deletions to curriculum. Oversees and provides analysis of programs and multi-year instructional plans.
- Directs and prepares the schedule of classes and provides for proper staffing of classes, considering faculty loads, class size, and course offerings. Consults with faculty to design schedules that enhance attendance and meet the needs of students. Monitors workload indicators for accuracy and balance.
- Communicates with faculty by conducting regular meetings to facilitate planning and collegial decision-making. Ensures staff is informed about issues and projects, and for information about the overall college instructional program(s).
- Conducts performance appraisals in compliance with District standards and contractual obligations. Develops program, faculty and staff improvement plans and communicates with HR at the campus and District level.
- Provides leadership for faculty and staff development and learning opportunities that enhance effectiveness in the teaching and learning processes. Provides leadership in the development and assessment of course, program, and learning outcomes.
- Maintains up-to-date knowledge of new developments and innovations in community colleges and higher education. Recommends changes to maintain relevance of programs in the academic division and to meet student and community needs.
- Directs development of division budgets and manages financial resources consistent with policy and sound financial controls. Advocates for resources to support departmental programs and opportunities and allocates resources among competing requests for funds.
- Works cooperatively with other administrators and managers to coordinate programs and services across the curriculum to meet student needs. Resolves conflicts and issues within and among academic sections.
- Facilitates academic partnerships and maintains communications with Division faculty, faculty in feeder high schools and four-year transfer institutions.
- Encourages excellence in teaching. Orients new faculty, management, and staff, determines needs for staff development, plans staff development activities.
- Communicates with leaders in the private and public sectors and in educational agencies to determine needs for new courses and programs. Establishes advisory committees and other outreach as appropriate.
- Manages Division facilities including classroom spaces and special use spaces; advocates for upgraded and safe spaces; plans for supply and technology orders.
- Provides leadership in new and emerging technologies in support of student success, program development, hiring faculty in emerging fields. Advocates for the implementation of new technologies and procedures to improve instructional pedagogy and student support.
- May apply for annual grants to fund mandatory functions of departments where college budgets do not cover cost of operations. Ensures the institution is in compliance with the awarded grants
- Performs other related duties as assigned that support the objective of the position. 16. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.
Qualifications and Physical Demands

- The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

- Doctorate degree, preferred in one of the disciplines in the Division that will be managed.

Conditions of Employment
- Note: Applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment VISA at this time.
This is a permanent contract, full-time, general-funded, 12-months per year, Educational Administrator position. The work schedule is Monday through Friday from 8:00 a.m. to 5:00 p.m. Flexible schedules and weekends might be necessary to address the needs of programs and job duties. In addition, an annual stipend of $3,000 is offered for possession of an earned doctorate from an accredited institution. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: DG-12)

Pay Philosophy:
Through policies, practices, and other benefit programs, Coast Community College District delivers a fair and equitable total compensation program that promotes equal employment opportunity, inclusion, and workforce vitality. In general, it is the policy of the District to place new employees at the first step of the salary grade. All movement on the salary schedule will occur July 1 of each year for all management employees.

Coast Community College District Title IX:
We know that the health of our employees and their families is a priority. That's why we offer extensive health care benefits to benefits-eligible employees. We offer the District's PPO plan as well as two HMO's, United Health Care and Kaiser Permanente. We also provide District-paid dental and vision insurance.
Benefits are available to regular permanent employees working 20 or more hours per week. Benefits are not available to temporary or short term employees.

The District provides Life and Accidental Death & Dismemberment insurance benefits, underwritten by ING. This District-paid benefit is equal to one time your annual salary and remains in effect until age 70.

Coast provides both short and long term disability benefits for eligible employees unable to work because of disability due to illness, injury, or maternity.

Professional Development Programs
The District offers a variety of Professional Development programs for faculty and classified staff that encompasses all types of facilitated learning opportunities, ranging from college degrees to formal coursework and conferences. We encourage lifelong learning that maintains and improves professional competencies, enhances career progression, and keeps our employees on the cutting edge of their profession.
Sabbatical Leaves
Faculty members are encouraged to pursue professional growth leading to the development of increased competence and the improvement of instruction and/or redirection in their current teaching discipline. The District's sabbatical leave program is designed to assist in this pursuit and is available on a semester basis after completing six consecutive years of service.
Academic Senate
The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.
Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.
Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.
Holidays
The District observes 21 paid holidays per year.
Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.
Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (Cal STRS) and the California Public Employees Retirement System (Cal PERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan is available to retirees and their spouses after age 70.
Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
Schools First Federal Credit Union
The Schools First Federal Credit Union is a federally insured, full service, financial cooperative that is a not-for-profit organization. Earnings are used to benefit all members to provide a full range of financial services and offerings.
