We are currently seeking a detail-oriented Accounting Analyst to join our finance department. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
  • Review invoices and voucher documents for accuracy and completeness according to established state and department payment policies and procedures
  • Prepare budget information for grant applications, perform budget modifications, and track expenditures against the appropriate grant
  • Enter invoice and voucher information into the Wyoming Online Financial System (WOLFS)
  • Communicate with vendors and fiscal program staff to resolve budgetary, invoice, and voucher issues in a timely manner
  • Prepare and submit complex expense allocations for the department (ex., Motor Pool, Telecom, Central Mail, and ITD)
  • Prepare and analyze data on monthly financial reports
  • Prepare ad hoc fiscal reports from data stored in WOLFS
  • Extract and compile information from WOLFS and other sources to assist administrators and program managers in compliance with state and federal programs
  • Assist with developing, evaluating, revising, and implementing accounting policies and procedures to meet required rules and policies based on compliance reports
  • Serve as the subject matter expert assisting accounting staff to resolve issues
    and errors within WOLFS and federal reporting systems. Train assigned staff in
    accounting, budgeting, and WOLFS.
  • Monitor and track contracts

Qualifications



PREFERENCES:

Preference will be given to individuals with WOLFS knowledge.


KNOWLEDGE:

  • Knowledge of budget and grant processes, including accounting and financial reporting
  • Knowledge and understanding of the grant process, including activity codes, beginning and ending dates of grants, and allowable costs under various grants
  • Knowledge of accounting terminology and methods
  • Knowledge of procedures for fiscal control and proper documentation
  • Knowledge of Generally Accepted Accounting Principles (GAAP), as they are applied to government accounting systems
  • Skill in using financial management and payroll software, including word processing, spreadsheets, and databases
  • Ability to problem-solve and apply logical judgment in analyzing financial data and costs
  • Ability to perform under tight deadlines
  • Ability to operate in a fast-paced environment with multiple projects and deadlines
  • Ability to find resolutions to complicated accounting problems and assist other accounting staff in resolving finance-related issues
  • Ability to work independently and as part of a team
  • Ability to take on new tasks with varying levels of difficulty

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
