Job Summary

This position exists to provide direction and supervision to Hearings and Release Unit (HRU) staff. This position provides assistance and management as the primary back-up to the Assistant Director of HRU, including the management and supervision of all functions assigned to HRU and all related activities required to maintain effective and efficient workload production within mandatory timelines. Additionally, this position provides subject matter expertise to the Assistant Director and Executive Officer in relation to problem solving and staffing difficult cases as well as contributes to the production of information related to HRU as requested by DOC administration, external stakeholders, and MN Legislature.

Qualifications

Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
  • Four (4) years of experience with clients from a diverse background in the fields of corrections, social work, social services, education, chemical dependency, mental health, residential treatment, or related field. (NOTE: A Doctorate degree may substitute for two (2) years of experience; Master’s degree may substitute for eighteen (18) months of experience; Bachelor’s degree may substitute for one (1) year of experience; Associate’s degree may substitute for six months (6) of experience.)
  • Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program.
  • Possess a current, valid Driver's license.
  • Ability to obtain Bureau of Criminal Apprehension (BCA) National Crime Information Center (NCIC) and Criminal Justice Information System (CJIS) certification within three (3) months.

  • Knowledge of human resources principles, procedures and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining and affirmative action/equal opportunity policies.
  • Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, attorneys, incarcerated individuals, and other state agencies and; to elicit cooperation from staff and incarcerated individuals to resolve difficult and potentially dangerous situations affecting safety and security.
  • Human relation and conflict resolution skills sufficient to effectively solve problems in a manner that is sensitive to organizational structures, cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and incarcerated individuals to resolve difficult and potentially dangerous situations affecting safety and security.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
  • Completion of a degree in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Education, Law, Law Enforcement, Psychology, Social Work, Sociology or a Human Services related field with an emphasis in corrections/criminal justice.
  • Experience as a Senior Corrections Hearings & Release Officer within the last two (2) years.
  • Supervisory experience.
  • Experience authorizing/canceling warrants; apprehension and detention orders; and dissemination of warrant information through the state and national information systems.
  • Knowledge and experience with warrants/extraditions and BCA expectations.
  • Experience managing budgets in excess of $1 million.
  • Current certification with Bureau of Criminal Apprehension (BCA), National Crime Information Center (NCIC), and Criminal Justice Information System (CJIS).

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
New employees will be fingerprinted within the first 30 days of employment.
The Minnesota Department of Corrections (DOC) does not participate in E-Verify. The DOC will not sponsor applicants for work visas, including F-1 STEM OPT extensions. All applicants must be legally authorized to work in the United States.
