The Emergency Services Coordinator (ESC) position is a core component of the Office of Emergency Services (OES) Team responsible for the full spectrum of emergency and disaster preparedness, response and recovery for the City of San Diego.

The ESC is an Emergency Management professional with responsibilities that may include, but are not limited to:
  • Conduct and support all aspects of emergency preparedness utilizing the standard methodology outlined by the National Preparedness Goal and its five core Mission Areas of Prevention, Protection, Response, Recovery, and Mitigation.
  • Under general supervision, independently research and complete technical and analytical assignments relevant to planning, development, implementation and coordination of emergency management operations and programs.
  • Coordinate emergency and disaster preparedness activities to include a range of consultative, coordinative, developmental, planning and evaluative duties in preparation, implementation and maintenance of emergency plans, response operations, relief, recovery, mitigation and preparedness programs.
  • Facilitate and coordinate the development, integration and currency of interdepartmental emergency preparedness plans, procedures, and guidance.
  • Advise, assist and coordinate the work of management-level and administrative personnel in emergency preparedness.
  • Plan, coordinate, and support emergency preparedness training programs and exercises.
  • Staff and maintain the readiness of the City's Emergency Operations Center (EOC) to include facilitation of all operational and administrative requirements during an activation.
  • Serve, on a rotational basis, as the on-call 24/7 OES staff Duty Officer.
  • Communicate a respectful, professional and calm demeanor during extended working hours while ensuring accuracy of deliverables on a fixed timeline.
  • Perform other duties as assigned

NOTES:
  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:
    • 2% effective 1/1/25
    • 5% effective 7/1/25
  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
  • Emergency Services Coordinator employees are required to fill the OES Duty Officer position on a rotational basis for which they may receive 5% additional pay.

MINIMUM REQUIREMENTS

You must meet the following requirements on the date you apply, unless otherwise indicated.

EDUCATION/EXPERIENCE: You must meet ONE of the following options:
  • A Certificate in Emergency Management (CEM) issued by the International Association of Emergency Managers (IAEM).
  • Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter) AND three years of full-time professional-level public, private or related military experience in at least ONE of the following areas:
    • Emergency disaster response, management, planning or preparedness.
    • Emergency disaster services coordination or management.
    • Emergency operations center coordination or management.
    • Working directly with/for emergency management or disaster response/relief organizations, agencies, or senior appointed or elected government officials.
    • Developing and implementing emergency preparedness and/or public safety training and exercise programs.
  • Bachelor’s Degree in Emergency Management, Public Safety or a closely related field AND two years of full-time professional-level experience as stated above in option 2.
NOTES:
  • Additional qualifying experience may be substituted for education lacked on a year-for-year basis, for Option 2. One year of full-time experience = 30 semester/45 quarter college-level units.
  • Police patrol, firefighting, EMS provider, and/or retail shopping mall/private security related experience alone is NOT qualifying.
  • A Master’s Degree in Public Administration, Emergency Management, Public Safety, or a closely related field of study may be substituted for a MAXIMUM of one year of the required experience.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

LICENSE: A valid California Class C Driver License is required at the time of hire.

NOTE:
  • You may be required to provide your own vehicle for which mileage will be reimbursed.

HIGHLY DESIRABLE:
  • Experience providing lead direction and/or supervision to employees performing emergency management, emergency preparedness, public safety, military operations, local government duties and responsibilities, fiscal/budget management, and/or project management.

SCREENING PROCESS

SUPPLEMENTAL INFORMATION
