The Division of Water, within the Department of Environmental Conservation, is recruiting a flexibly staffed Engineering position to provide engineering support to the State Revolving Fund (SRF) Program. The SRF Program provides low interest loans to public water and wastewater utilities for infrastructure improvements, as well as for water quality improvement projects and this position will work directly with communities to assist them in successful implementation of loan funded projects.

The mission of the Division of Water is to protect public health and the environment. This position contributes to that mission by providing engineering insight on sanitation infrastructure improvements, informing decisions about funding allocation, and participating in development and implementation of engineering policies and procedures to ensure consistent and proactive oversight of funded projects.
The Facilities section of the Division of Water is comprised of three programs and a team of environmental specialists, engineers and project management professionals dedicated to the mission of providing safe drinking water and protecting water quality for all Alaskans.

The working environment you can expect:
This position will be located in either the newly renovated Juneau or Anchorage office or the Fairbanks office. The work schedule is flexible and telework opportunities are available. Occasional travel for training and project site inspections should be expected.
We are looking for a candidate that has experience in the following areas:
- Environmental Engineering: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
- Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
- Creative Thinking: Uses imagination to develop new insights into situations and applies innovative solutions to problems; designs new methods where established methods and procedures are inapplicable or are unavailable.
- Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
- Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.
- A valid driver's license is required
- This position includes some travel within the State (normally three to four trips of up to three days per year), travel may include small plane, boat or snow machine.
Minimum Qualifications
An ABET-accredited bachelor’s degree in engineering.
Or:
A non-ABET-accredited bachelor's degree with a major in engineering.
AND
An Engineer-In-Training (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.
Special Notes:
"ABET" means Accreditation Board for Engineering and Technology per 12 AAC 36.990(7).
Some positions require the incumbent to have specific education and/or experience in a particular branch of engineering. This requirement will be addressed in the Position Description and job posting.
An applicant who, within nine months, will obtain an ABET-accredited bachelor's degree will qualify to apply. An applicant qualifying under this option may receive a job offer conditional upon completion of the degree requirement within nine months and may begin work AFTER obtaining and showing proof of the required degree.
Engineering Assistant 2 (Range 19):
An ABET-accredited bachelor’s degree in engineering.
AND
One year of engineering experience as an Engineering Assistant 1 (or the equivalent) with the State of Alaska or elsewhere.
Or:
A non-ABET-accredited bachelor’s degree in engineering.
AND
An Engineer-In-Training (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.
AND
One year of engineering experience as an Engineering Assistant 1 (or the equivalent) with the State of Alaska or elsewhere.
Or:
An ABET-accredited master’s degree in engineering.

Engineering Associate 1 (Range 21):
An ABET-accredited bachelor’s degree in engineering.
AND
Two years of engineering experience as an Engineering Assistant 2 (or the equivalent) with the State of Alaska or elsewhere.
Or:
A non-ABET-accredited bachelor’s degree in engineering.
AND
An Engineer-In-Training (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.
AND
Two years of engineering experience as an Engineering Assistant 2 (or the equivalent) with the State of Alaska or elsewhere.
Or:
An ABET-accredited master’s degree in engineering.
AND
One year of engineering experience as an Engineering Assistant 2 (or the equivalent) with the State of Alaska or elsewhere.

Engineer 1 (Range 22):
Registration as a Professional Engineer (PE).
Special Note:
Positions in this class require professional registration as an Engineer in the State of Alaska.
Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

FLEXIBLY STAFFED
This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s credibly possessed and proven competencies. If hired at the lower level, you will be promoted to the higher level after completing the training plan and demonstrating competency in the work.
