Engineering Technician IV-Drainage positions within the next 6 months
The Surface Water Management (SWM) Division of the Department of Conservation and Natural Resources is seeking motivated and team-oriented candidates for an Engineering Technician IV-Drainage position. This role fulfils stormwater system mapping and documentation requirements required by the Phase I NPDES Municipal Stormwater permit. This position works primarily in the field, collecting data on the county’s stormwater system assets (pipes, catch basins, flow control and treatment facilities) using high accuracy, survey-grade GPS equipment and tools. Working on a team with GIS analysts, the Inventory team contributes to the production of large and complex drainage datasets, used internally and externally in platforms such as Arc GIS, an asset management database (Cartegraph) and interactive public web maps.
The preferred candidate will have a desire to work on team and independently, enjoys year-round field work in urban and rural settings and is savvy with technology and equipment. They have great attention to detail when performing repetitive tasks, they are a skilled problem solver, experienced with civil grading and drainage engineering plans, and capable of researching and interpreting land use documents. The ideal candidate has knowledge and experience with GPS equipment, spatial mapping and asset management software, has a background in survey, construction, design, and/or inspection of stormwater systems and has past professional work experience at a municipality implementing stormwater permit requirements.

About Surface Water Management
SWM is a stormwater utility that provides services to unincorporated Snohomish County. These services are funded by service charges paid by property owners in the unincorporated county. SWM is the largest division in Snohomish County’s Department of Conservation and Natural Resources with an annual budget of $54.6 million.
SWM works in partnership with other local and regional agencies to improve Snohomish County now and for future generations. SWM provides a variety of programs and services for reducing road and property flooding and preserving and improving the health of Snohomish County's water resources and natural systems. We focus on four core areas of service:
- Drainage and road flooding
- Clean water in rivers, streams and lakes;
- Salmon and marine habitat; and
- River flooding

- Retirement: County employees participate in the Washington State Public Employees Retirement System (PERS) administered by the Washington State Department of Retirement Systems (DRS).

- Sick leave: You will accrue 8 hours of sick leave per month.

Employees must reside in Washington state and within a reasonable distance to their Snohomish County worksite to respond to workplace reporting requirements.
Job Duties
- Researches records in the offices of all county departments for plats, easements, surveys, drainage plans, construction plans, wetland delineation's, or any other documents pertinent to field investigation and analysis.
- Conducts field investigations at the site; analyzes the local hydrology and determines the effect of topography, geology, soils, vegetation and development on the hydraulic performance of existing structures; interviews local residents and compiles a historical record; takes photographs of salient features; draws a detailed sketch of existing conditions and structures and documents problems and code violations prepares a preliminary written report in the field including immediate referral actions to be taken and possible future long term solutions.
- Writes a final analysis report of drainage problems informing citizens what actions were taken, what referrals were made, including preliminary field findings; offers technical advice on possible solutions; proposes possible county projects; and discusses citizen responsibilities and liabilities.
- Conducts topographic surveys and reduces survey field notes to create a map for design purposes; locates utilities and coordinates test borings; sets benchmarks and stationing for horizontal and vertical control.
- Performs hydraulic/hydrologic calculations and analysis; designs small projects to solve drainage problems; drafts plans; coordinates ordering of materials and material quality control.
- Performs construction inspection to verify that plans are followed, work is up to standard, and materials are specified; provides field engineering for plan changes due to field conditions; maintains project records; provides technical support for construction crews.
- Calculates and verifies calculations of quantities, acreage and right of way acquisition for design engineers.
- Educates the public about the watershed they live in and explains their responsibilities and obligations as citizens; offers alternatives to activities that cause pollution, salutation, increased runoff, or other detrimental effects to the watershed.
- Helps to resolve conflicts between citizens, or between citizens and public agencies.
- Inspects public and private storm water facilities to ensure that they function properly; identifies deficiencies and determines course of action to rectify deficiencies
- Performs related duties as required.
Minimum Qualifications
SPECIAL REQUIREMENTS
A valid Washington State Driver's License is required for employment.

PHYSICAL REQUIREMENT
Must be able to lift catch basin lids in excess of fifty (50) pounds.
SUPERVISION
Employees report to a technical or professional supervisor as assigned. Employee may serve as a lead worker and be responsible for coordinating the work of other employees. Work is performed independently or as a member of a crew. Work is reviewed in progress or upon completion for accuracy and adherence to division engineering standards.
WORKING CONDITIONS
Work is performed in the office or in the field in varying weather conditions. Physical hazard from traffic and construction equipment at the work site may be present.
