INTRODUCTION:
This position is responsible for planning and carrying out policies related to all phases of Indian Child Welfare activities to ensure Tribal/Federal/State regulations are adhered to regarding youth in need according to the Indian Child Welfare Act and the Siletz Tribal Juvenile Code, demonstrating both leadership and an assurance of compliance to policy and procedure.
This position supervises the Indian Child Welfare (ICW) Department, including planning, executing, and monitoring evaluation activities to accomplish the work of the Tribe through ICW staff; and is responsible for preparing and maintaining the annual ICW budget by securing available grants through creation, submission and reporting for all current and future grant-funding streams.
DUTIES:
- Responsible to the Social and Human Services Director.
- Responsible for the smooth and efficient day-to-day work of the Indian Child Welfare Program.
- Directs available resources and workers to aid children at risk by providing preventive services to families with an eye to maintain the family unit.
- Directs available resources and workers to aid families to ameliorate the jurisdictional reasons for children coming into care and returning children to their families at the earliest possible moment in accordance with the Indian Child Welfare Act.
- Directs staff engagement to work with families and children to encourage the use of available resources.
- Works closely to develop and maintain relationships with other programs: State child welfare programs and family services, Tribal Court, Tribal and Staff Attorney, Tribal Alcohol and Drug Program, Tribal Social Services, Tribal Education, local school system, local and law enforcement programs. Promote staff cooperation with agency providers.
- Work closely with the tribal Child Protection Team and members in relation to specific case issues and child welfare policies.
- Meet with other child welfare workers and professionals to promote client services and provide input from the ICW program on goals, and client needs.
- Prepare quarterly and monthly program reports for funding sources, monitor budgets, and maintain compliance with grants and Federal/State regulations and Tribal operations manual.
- Coordinate staff activities through supervision of cases and oversee daily operations of staff within the program.
- Maintain client confidentiality through adherence to Tribal policy.
- Ensure record maintenance-compliance.
- Generate employee yearly evaluations.
- Ensure the monthly child protection team meetings are conducted with relevant and accurate information. Each case should be reviewed at least semi-annually or more often if necessary.
- Evaluate program services to be responsive to community needs while promoting client dignity.
- Identify process, develop and implement compliance with ICWA, Title 4-E, Title 19, Targeted Case Management, and Child Protection Funding based upon the Tribes input and program capabilities.
- Responsible for the successful implementation and ongoing administration of the current database system and reporting required for program management and quality improvement.
- Will direct the maintenance of a caseload of families and children in crisis and protective services.
- Other duties as assigned.
- Carries out supervisory responsibilities for ICW employees in accordance with the Tribe’s policies and applicable laws.
- Responsibilities include interviewing, recommendation for hiring and dismissing employees, training employee, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
- The creations, review and editing of job descriptions.
- Provide feedback to the HR department for interview questions and processes.
- Timely evaluation of employee’s performance and execution of job duties and expectations.
- Duties also include monitoring program compliance with regard to tribal codes, ordinances, IV-E manuals and agreements and grantor guidelines.
- Duties also include establishing budgets, staying within budgets, program priorities, program audits, staffing issues, and program compliance issues.
Bachelor’s degree in social work, sociology, psychology, counseling, law, or similar degree, four years of progressive responsibility in the child welfare field, and one year supervisory experience working in Indian Child Welfare or two-years of full time experience in another public child welfare system or child welfare agency working in both child protective services and permanency. Experience must include assessment or case management specific to child welfare – OR – an equivalent combination of education and/or experience that would be relevant to child welfare specific education and experience requirements.
Knowledge of:
- Appropriate state, federal and tribal child welfare laws and regulations, including but not limited to the Indian Child Welfare Act, State of Oregon DHS child welfare practices, Court processes pertaining to Indian Child Welfare, out of state jurisdictional issues, how to access Indian Child Welfare processes in over 3,000 different jurisdictions throughout the United States.
- Word processing, Excel spreadsheet, database and presentation software and using the Internet for research and ICWA practices in other states.
- Use of office equipment including use of word processing equipment, and computers.
- Manage and maintain confidential and sensitive information. Maintain a professional demeanor in stressful situations.
- Write reports, business correspondence and procedure manuals.
- Demonstrate excellent written and verbal communication skills.
- Read, analyze and interpret complex documents including child welfare periodicals, professional journals, technical procedures and governmental regulations.
- Respond effectively to the most sensitive inquiries or complaints.
- Solve practical problems utilizing policies and procedures to deal with a variety of concrete variables in situations where only limited standardization exists.
- Must be a highly organized self-starter, with the ability to communicate effectively and work well with others.
- Must be able to represent the Tribe in a professional manner in contact with a diverse set of individuals within and outside the Tribe, including but not limited to, state and federal agencies, resource families, biological families, parents and children experiencing familial stress as well as other interested parties.
- Community organization/development principles and processes as well as culturally appropriate behaviors that are congruent with common tribal child rearing practices.
- Indian Child Welfare Act federal rules and regulations, State’s responsibilities and federal mandates pertaining to child protection and parent’s rights and responsibilities that violate or are congruent with the ICWA.
- Ways to communicate expectations and compliance in jurisdictional findings for court hearings with regards to the Indian Child Welfare Act.
- Analyzing court documents and child protection services investigative reports to assess any safety threats or alleged neglect to tribal children.
- Evaluating articulated safety threats or neglect allegations rise to the level of removal, as well as provide oversight to family engagement efforts with regard for family preservation.
- Budgets monitoring and expenditure reconciliation.
- Grant writing, reporting and appropriate expenditure of grant funding.
- Good casework practices, assessment, investigation, writing, reporting, case records maintenance and supervisory of staff conducting these activities.
- Supervisory practices to enhance morale, productivity and performance, while maintaining accountability and integrity for tribal work performance expectations.
- Effective calendaring practices to coordinate the wide variety of meetings, court hearings, staffing, and family engagements.
- In-depth understanding of child protective services, family and child advocacy.
- Working in support of children and families in a tribal, federal or state agency with the responsibility of protecting children and maintains the rights responsibilities of families.
- The demonstration of compassion and humility for families experiencing the stress of child welfare involvement.
- Describing in relatable terms, to people who are overwhelmed, the processes of child welfare, the reasons for involvement and a road map for next steps in terms that are achievable.
- Setting expectations for families who experience child welfare involvement for participation, accountability and the goal of reunification.
- Working with Native American culture and values.
- Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.
