Description of Job
About the Work Unit:
The Contract Monitoring Unit (CMU) aims to establish financial monitoring and compliance activities and use resources needed to effectively reimburse and monitor subrecipients funded by the budgets/grants/spending authority the Administration Fiscal Services Unit (AFSU) oversees. The CMU manages, coordinates, reimburses, and provides fiscal compliance support by conducting comprehensive fiscal reviews at agency sites, performing desk reviews, gathering and analyzing source documentation, creating reports, and providing fiscal, technical assistance to staff and subrecipients. This unit ensures compliance in accordance with applicable federal regulations, state fiscal rules, notice of award allowability, and contract provisions.

What you will be Doing:
This position serves as a fiscal monitor and ensures financial monitoring and compliance for the subrecipient reimbursements managed by AFSU to safeguard the integrity and soundness of the financial systems in accordance with statutory and regulatory requirements; provide for and meet the statutory, state fiscal rules and regulatory requirements of Office of Management Budget (OMB).

This position receives invoices (reimbursement requests) from program contract monitors, reviews and approves contractor and subrecipient expenses. This position maintains contract files including correspondence and documents, phone calls/meeting notes, emails, reports, and tracker updates. This position requests an explanation or justification on questionable costs before approving reimbursement request, covers invoices using assigned commodity lines, provides technical assistance to subrecipients, participates in contractor performance evaluations, reconciles invoices and tracking sheets at each payment and monthly. The position communicates with the fiscal officer to provide updates on concerns and issues with funding. This position possesses knowledge of the Code of Federal Regulations (CFR) also known as the Uniform Guidance; Generally Accepted Accounting Principles, State Fiscal and Procurement Rules; grant awarding; contracting; identifying program guidance, and looking up statutory references

This position ensures the timely fiscal approval of accurate, allowable cost reimbursement requests from subrecipients and contractors managed by the CMU. This position works with program contract monitors, fiscal officers and compliance officers by performing detailed invoice reviews to identify questioned costs, assure allowability, and provide other necessary technical guidance. This position possesses knowledge of the Code of Federal Regulations (CFR), the Uniform Guidance; Generally Accepted Government Auditing Standards, Generally Accepted Accounting Principles, State Fiscal and Procurement Rules; grant awarding; contracting; and CORE.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:
Six (6) years of relevant experience in grants management, financial administration, accounts payable, procurement contracting, cost accounting or payroll.

OR

Education and Experience:
A combination of related education (accounting, business, business administration, finance) and/or relevant experience in grants management, financial administration, procurement contracting, cost accounting or payroll equal to six (6) years

This experience must be substantiated within the work history section of the application. The words, "See Resume" will not be accepted. Part-time work will be pro- rated.


Preferred Qualifications:
  • Previous experience with high-volume invoice processing
  • Previous experience researching costs, allowability and completing data analysis
  • Previous experience completing the reconciliation process
  • Proven knowledge and experience interpreting financial reports
  • Previous experience reviewing subrecipient invoices and supporting documentation
  • Previous experience with COVID related Grants Management
  • Working knowledge of 2 CFR 200 Uniform Guidance (Uniform Administrative requirements, cost principles, and Audit Requirements for Federal Awards)
  • Proven working knowledge of the Colorado Operations Resource Engine (CORE)
