Health and Human Services Manager I

Description
The incumbent will oversee a wide array of contracts, grants, and outcomes and will act as the central repository for all work pertaining to the Adult and Aging Branch for Behavioral Health contracts and expenditure agreements. The incumbent will supervise and lead a team of analysts and a Program Coordinator in the oversight of an extensive contract and expenditure inventory and be skilled in managing multiple moving projects simultaneously. The incumbent will closely monitor performance and work side-by-side with the behavioral health management team to ensure compliance, quality, and overall performance.
The ideal candidate will:
- Be able to articulate their technical expertise with contract and performance oversight and management;
- Demonstrate their documented success working with budgets, contracts and grants and provide specific examples for these duties to include the length of time spent in this role and what role they played;
- Demonstrate an ability to translate their own experience to the identified needs of the Adult and Aging Branch;
- Effectively communication amongst county partners to ensure the highest quality of service delivery for the Yolo County community and demonstrate strength in fiscal processes and will play a critical role in the oversight of millions of dollars of funding for clients; AND
- Have an understanding of the county procurement processes and be skilled in taking action independently to move amendments, contracts, and procurement processes swiftly through the contract process and skilled in organizing and managing the critical workload and demonstrate collaboration with partners both internal and external.
DEFINITION
Under general direction, directs, manages, supervises, and coordinates the activities and operations of one or more programs or specialty functional areas within the Health and Human Services Agency; collaborates with community agencies and organizations; coordinates and manages the work of supervisors and staff in setting and achieving program goals and objectives; and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.
DISTINGUISHING CHARACTERISTICS
The Health and Human Services Manager is a first-level, broad management class that reports to a Health and Human Services Branch Director or other higher level position. Incumbents in this class are responsible for the programmatic functions of one or more major program divisions or specialty functional areas within a branch of the Agency, and specific duties of individual positions will vary considerably depending on the assignment. Program areas include, but are not limited to, employment services, public assistance, adult protective services, public health services, indigent health services, county detention facility medical services, mental health services, and substance abuse services. The incumbent provides direct and indirect supervision to lower level supervisory, professional, technical, operational, and/or clerical staff.
This class has two salary levels which recognize the differences in scope of authority, complexity of the services provided, risk and liability associated with the program(s) managed, etc. Positions are allocated to a particular salary level based on an overall evaluation of the assigned duties of the individual position in comparison with the Distinguishing Characteristics and applicable allocation factors. Positions allocated to the Health and Human Services Manager I class typically manage a program of average size, budget and/or complexity, whereas positions assigned to Health and Human Services Manager II are characterized by a combination of several of the following allocation factors: their responsibility for the largest budgets, largest total subordinate staff size, managing high level professionals requiring advanced degrees, and/or the most complex or sensitive program areas with the most risk and liability.
Essential Functions
- Directly or through supervisory staff selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Oversees and participates in the development of the program's annual budget; participates in forecasting funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments; writes and/or reviews grant proposals and participates in developing strategies to obtain funding.
- Monitors the ongoing activities of contractors for performance and to ensure compliance with grant requirements, contracts, and state regulations; coordinates with public and private agency partners to ensure the efficient and effective administration of services.
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
- Develops effective working relationships with community groups and representatives and other service units or agencies; represents the department and/or county on local, regional, or state committees and task forces to interpret and exchange information and to assure cooperation in achieving the goals of the department and/or county.
- Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; obtains approval for improvements as needed/required; implements improvements.
- Maintains current knowledge of Federal, State and local laws, regulations, policies and procedures that govern program operations; reviews, analyzes, interprets and implements Federal and State laws, regulations and court decisions; stays current of new trends and innovations related to the field of work.
- Provides information and statistical data to the State, public agencies and interested groups.
- Responds to and resolves difficult and sensitive customer and client inquiries and complaints; and provides professional and technical consultation and assistance to staff.
- Ensures that departmental standards and legal mandates are maintained through analysis and management reports and controls; disseminates information to staff to ensure continued compliance.
- Directs analytical research, studies, and reports relative to planning, monitoring and evaluation of programs; prepares analytical and statistical reports on operations and activities.
- Performs related duties as assigned.
Employment Standards
Experience: Three (3) years of progressively responsible professional experience in the delivery of health, mental health, and/or social services programs. At least one (1) year must have been in a supervisory capacity.
Note: Some positions within this class may require possession of a Master's degree in Public Health, Social Work, Psychology, Counseling, Marriage and Family Counseling, Gerontology, or Vocational Rehabilitation; OR a Master's degree in another subject area which meets the following criteria: is from a two year program in an accredited school; requires a minimum of 45 units; has a two-semester field placement dealing with marriage, family and child issues and supervised by an LCSW or higher; and required social work caseload management and on-going counseling.
Note: Some positions within this class may require possession of licensure or certificate as a Licensed Clinical Social Worker, Licensed Marriage Family Therapist, Licensed Professional Clinical Counselor, Licensed Clinical Psychologist, Registered Nurse, Registered Dietician, or Public Health Nurse.
Background Requirements
Incumbents in this class may have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4). As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:
- Review of Federal Bureau of Investigation (FBI) fingerprint results;
- Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and
- Verification of an employee's eligibility to work in the United States.
License: This class requires incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

- Interpret and apply applicable federal, state, and local laws, codes, and regulations
- Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met
- Gather, analyze and summarize a variety of data and information
- Exercise discretion and maintain confidentiality of information
