Process Server - Extra Help or Retired Annuitant

Description
Extra Help: temporary employees who provide coverage for periods of limited duration and are paid on an hourly basis. This assignment is limited to 1000 working hours per year.
Retired Annuitant: a retired government employee who is a member of Cal PERS. After satisfying the 180 day waiting period, they are eligible to work up to 960 hours per fiscal year.
The Position
Under general supervision, locates persons and serves civil or criminal process documents, and provides proof of service in support of various County departments. This is a non-sworn, journey level class utilized in various County departments that is responsible for performing process service work. This class does not possess Peace Officer status nor does it perform any law enforcement duties. This class reports to a higher level supervisory class, and does not exercise supervision over others.
How To Apply
Essential Functions
- Receives legal process documents and written instructions for service (the official handing over of documents) to litigants.
- Locates witnesses, makes positive identification of person being served and serves court orders, writs, subpoenas, affidavits, summonses, or notices to witnesses for appearance in court.
- Contacts employers, families, neighbors, and others to secure information regarding the whereabouts of individuals in order to facilitate the service process.
- Utilizes law enforcement computer systems to assist in identifying and locating persons and verifying criminal history.
- Informs person(s) of the general contents of the documents being served.
- Plans daily workload and route to facilitate the service process within a minimum of travel time and mileage.
- Maintains records/logs of activities and prepares reports on documents being served.
- During court sessions, serves as a witness and provides testimony regarding the measures taken (due diligence) to locate witnesses.
- Transports witnesses for court appearances and informs witnesses when court is cancelled or postponed.
- Performs related duties as assigned.
Employment Standards
Experience: One year of full-time work experience which required substantial public contact.
License: This class requires incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
- Review of Federal Bureau of Investigation (FBI) fingerprint results;
- Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and
- Verification of an employee's eligibility to work in the United States.
Knowledge Of:
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases
- Basic investigative and interviewing techniques
- Methods and techniques used to manage conflict
- Principles and processes for providing customer service
- Documentation and record keeping methods
- Communicate effectively with the public representing diverse cultures and backgrounds
- Communicate clearly and concisely, both verbally and in writing
- Work independently, prioritize work, coordinate activities and meet critical deadlines
- Develop and maintain cooperative, effective working relationships with others and maintain them over time
- Maintain accurate records and documentation regarding legal process actions taken
- Maintain confidentiality of information as per applicable laws and regulations
- Determine the appropriate course of action in emergency or unusual situations
- Develop information from the public and other sources to identify persons to be served

"Classic" member Cal PERS retirement formulas are:
Misc: 2.5% at 55
Safety: 3.0% at 55
Deputy Sheriff Safety: 3.0% at 50
"New" member Cal PERS retirement formulas (for employees hired into a Cal PERS agency for the first time after January 1, 2013) are:
Misc: 2% @ 62
Safety: 2.7% @ 57
