The Department of Corrections Health Services Division is seeking a highly motivated and qualified individual for the critical position of a Health Services Manager 1 (HSM 1) at Clallam Bay Corrections Center located in the Olympic Peninsula in Washington State.

The Health Services Manager is responsible for assisting the Health Care Manager in the operation of all medical, mental health, and dental services, activities, and facilities. Monitors and ensures compliance with standards for health care, DOC policies, impact of state legislative processes on health care policy.

Assists Health Care Manager with implementing changes to health care policies and procedures as necessary.
Ensures that actions taken to provide medical, nursing, mental health, and dental services, including preventive, diagnostic and therapeutic services to Incarcerated Individuals, are consistent with the intent and provisions of the DOC policies and guidelines, the Incarcerated Health Plan, and the joint Department of Corrections and Department of Health, Health, Environmental and Safety Standards for the Operation and Maintenance of Correctional Facilities.

CBCC has an operating capacity of 858 male individuals located on the point of the Olympic Peninsula. Located in Clallam Bay, WA. It is 50 miles west of Port Angeles and looks out over the Strait of Juan de Fuca at Vancouver Island.
Correctional Health is a rewarding career path at DOC, in which health care professionals treat a wide array of cases for patients residing in a state correctional facility. Health Services is responsible for basic primary care for incarcerated individuals. All disciplines within all of the 12 correctional facilities work closely together to reach a common goal, providing the best, most efficient, and cost-effective health care possible. Emphasis is placed on early identification of health concerns, care for acute and chronic health problems, and preventive care.

Duties
Assists the Health Care Manager 2 in the administration of the health care program for CBCC and OCC to include medical, mental health and dental needs of incarcerated individuals.

  • Provides leadership and effective management of medical, inpatient and outpatient care, dental services, pharmacy and radiology services, including custody, patient health records, and other support services to Incarcerated individuals in an adult corrections facility.
  • Ensures fiduciary responsibility and effective management of state resources by controlling unscheduled leave, overtime and equipment and maintenance requests.
  • Coordinates with other regions, facilities, and outside entities statewide for transfer and placement of Incarcerated Individuals to receive required health care.
  • Participates in the development of the health care budget and building programs by providing input regarding staff and equipment needs for the Health Services Programs; maintains adequate supplies and equipment to support the health care program; maintains on-site inventory controls; requisitions supplies for centralized sources in the approved method; assures appropriate disposal of hazardous waste. Ensures the emergency medical carts and emergency response equipment supplies are maintained.
  • Ensures health services operations and personnel practices are aligned with agency policy and applicable Collective Bargaining Agreements. Supervises and coaches' other health services supervisors in managing personnel and in application of agency policies and Collective Bargaining Agreement articles.
Promote and uphold health care standards, services, safety and practices of the agency.
  • Serves as liaison among health services program, custody, and other program managers in coordinating services to Incarcerated Individual populations, and assists with resolution of security and program issues.
  • Participates in state committees and planning groups to formulate policy and to communicate prototype innovations to those responsible for planning and establishment of new correctional facilities.
  • Participates in local institution and statewide safety and security inspections; reports inadequacies; works collaboratively to address problems.
  • Conducts and participates in regular monthly drills. Provides input on and evaluates the effectiveness. Subject to emergency assignments to help with security in the event of an inmate disturbance, civil disturbance, or natural disaster.
  • Oversees the health services operational readiness for scheduled and unscheduled inspections and audits from the Department of Health, Board of Pharmacy, Department of Corrections (Emergency Response, PREA, Safety, Pharmacy, and Operations audits), and any other government regulatory agency.
Other administrative/managerial responsibilities
  • Establishes office procedures, priorities, and deadlines. Assigns and reviews work performed. Plans for workload coverage; arranges for cross training development.
  • Evaluates training needs of staff and gives direction for the coordination for In-service training programs and career plans for staff. Coordinates training activities with other health care facilities including DOC Institutions. Serves as an instructor or trainer on a variety of topics.
  • Drafts and/or finalizes grievance/complaint responses, personnel actions, reports, information requests, and responses for work unit or other government entities.
  • Coordinates and/or participates in hiring processes. Implements recruitment plans; screens applications; administers tests for assessment of typing and computer skills. Develops and prepares questions, schedules candidates, secures interview room, oversees pre-exposed questions, participates on interview panels, conducts reference checks, recommends selection of applicant and compensation according to rules/contracts.
  • Leads/coordinates unit staff meetings, quality improvement meetings/processes, and cross-disciplinary meetings between health services and custody, plant maintenance, food services, transportation, classification, recreation, and religious services.
  • Reviews and provides input to facility- and health services- specific policies, directives, guidelines, and protocols. Develops, revises and assists in implementation of necessary Operational Memoranda.

Qualifications
Required:
Education, Experience, and Competencies:
Minimum of 1 year of supervisory or management experience in a health care system.
AND
Analysis - Uses data and information in a clear and rationale thought process to access and understand issues, evaluate options, form accurate conclusions and make decisions. Identifies key facts, understands the nature and relationship between data elements, recognizes underlying principles or patterns in an array of data, determine if additional data should be collected. Uses judgment and critical thinking in the absence of clear guidelines to draw conclusions about further action.
Observation and Inspection - Critically observes and inspects people, conditions and the environment to detect problems. Acutely aware of critical details, alert and attentive when performing other work, understands normal conditions and constantly compares the current status to the norm to identify subtle changes and incremental deviation, makes informed judgment about when a change in current status must occur and determines appropriate action. Uses insight to identify contributing and mediating factors. Understands that documentation and other forms of communication cause others to understand and take appropriate action.
Decisiveness - Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited. Recognizes when a decision must be made and moves forward, delegates decision making authority, appropriately advocates for important patient care objectives, and finds common ground and solutions among diverse interests.

Preferred/Desired Education, Experience, and Competencies:

  • Masters in health care administration or Masters in Business Administration/Masters in Public Administration with a Health Services Administration Concentration. ACHE certification, a plus.
  • Minimum of one year managing/overseeing a health care delivery system to include inpatient or outpatient care.
  • Prior health care administration in an adult correctional environment.
  • Knowledge of quality management practices; QA/CQI experience.
  • Strong working knowledge of all WACs, RCW, State, Federal law, ACA Standards, DOH-DPC Standards, the Offender Health Plan, personnel resource guidelines, CBA’s, and labor relations.
