Full Time | Permanent
Salary Range: $81,672 - $109,848 Annually

This is a telework eligible position, with a 5/8’s schedule. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel may be required.

If so, the Application Development Journey within in the Information Technology team at the Washington State Department of Corrections may be a great fit for you! The goal of this position is to design applications using Microsoft’s .NET framework, which involves developing high-quality, scalable, and robust software solutions, working closely with business analysts, production owners, and other developers to understand requirements, create application features, and troubleshoot production issues.

In this position, you will support the critical needs of the entire agency by developing solutions which allow the agency to achieve its mission using the best technology available. This position is directly responsible for application development at an enterprise level using object-oriented programming languages such as C#, .NET, and others, across multiple platforms (either including or may include web, mobile, cloud).

The candidate of choice will work closely and collaboratively with various business units and internal IT disciplines including networks, servers, help desk, architecture, and operation teams. You will provide direct support to the agency divisions by ensuring high quality application coding as well as facilitating the crosswalk between business need and technology solutions.

As the IT Application Developer, you will be the primary technical expert for OMNI reporting needs for the agency and also assume responsibility for working with IT management to support the development of standards and tools to ensure the quality and completeness of DOC enterprise business applications.

Duties

As a, IT Application Development Journey, some of your duties will include:
  • Participating and contributing to the overall success of the team through critical thinking, technical acumen, knowledge, and experience within the realm of application coding which could look like:
    • Participating and supporting operations of the .NET application mission by providing technical expertise in supporting the application development and deployment of business defined requirements
    • Developing work plans, goals, and objectives, and evaluates project progress in relation to application development and maintenance activities
    • Guiding and developing analysis, plans, and verification procedures for tasks assigned to this position by the .NET supervisor
    • Supporting the application development and problem solving with other .NET team members to ensure the optimal outcome
    • Providing peer review of work for other .NET development staff to support and ensure accuracy of code prior to deployment of application ensuring optimal customer satisfaction
  • Developing and maintaining DOC business software applications and supporting documentation artifacts in support of the agency’s mission including:
    • Interacting with business analysts, software developers, software testers, project managers, and end users to elicit requirements to develop and maintain software applications
    • Planning, analyzing and developing requirements for application development and enhancements
    • Preparing required documentation for the effective maintenance of software applications
    • Performing data modeling, designs normalized databases, and develops database objects
    • Developing, designing, constructing, and maintaining software applications using department standard software namely Visual Studio, C#, .NET Framework, SQL Server, and Azure Dev Ops, Azure Pipelines, Azure Repository etc.
  • Conducting research and recommending technical solutions to solve business problems and enhance the performance and quality of applications
  • Recommending, establishing, and following standards and guidelines for developing web-based applications
  • Supporting maintenance activities pertaining to scope, objectives, estimates, unit testing, designs, and coding
  • Other duties as assigned

Qualifications

What we need (required qualifications):
  • Minimum of eight (8) Years of Software Development experience. This experience must include:
    • At least four (4) years of progressively responsible, professional work experience within the Information Technology field including experience in analyzing, designing, coding, and implementing applications using .NET and C#, SQL Server, and SQL Server Reporting Services or the latest versions.
A bachelor’s degree in computer science or a related field may be substituted on a year-for-year basis for up to four years of the required experience.
In addition to the above knowledge and experience, the below KSA”s are also required:
  • A good understanding of the ASP.NET framework, SQL Server, and design/architectural patterns.
  • Demonstrated experience in logical data modeling, relational data architecture.
  • Experience in resolving application defects and performance issues in connection with changing business requirements.
  • Experience in writing and/or modifying existing programs, documenting solution programs for application systems.
  • In-depth knowledge of design patterns, enterprise integration patterns, and patterns for modern enterprise architecture
  • Experience in life-cycle management of modern application development.
  • Excellent communication skills and attention to detail.
What will make your application stand out (preferred qualifications):
  • Experience with Azure Deve Oop, Agile, Scrum, Iterative, or Waterfall development/project methodologies
  • American Disabilities Act (ADA) compliance experience

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
