Human Resources Specialist

Duties
- Administers and evaluates a variety of civilian human resources programs within the US Army Intelligence and Security Command (INSCOM).
- Participates in operational planning with managers and operating officials for the purpose of ascertaining the personnel effects on proposed changes and advising on the most appropriate course of action.
- Serves as staff advisor for the civilian human resources management program planning, evaluation, and inspection effort of the command.
- Works with staff and line officials to accomplish duties and responsibilities and coordinates with servicing Civilian Human Resource Service Centers (CHRSC).
Requirements
Conditions of Employment
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty Travel (TDY) will be required 25% or less of the time, CONUS/OCONUS for the purpose of staff visits/training.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in Do D Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing comprehensive civilian human resources (HR) management advisory and technical services on organizational functions and work practices such as recruitment and employment services, compensation, incentives, employee relations, performance, and position management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Education

- TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. This position may be converted to permanent without further competition after completion of two years of continuous service in this position.
- Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
