Duties

The Colin Powell Leadership Program fellowship is a one-year competitive service program. The incumbent receives work assignments and will complete specified career-related training and developmental assignments designed to provide productive work experience and to provide leader experience applicable to a future career in federal service.
GS-07:
Essential duties of this position may include:
Participates in studies of conventional problems managing program implementation at the operational level. Under guidance, compiles facts and findings for use by managers of headquarters functions and evaluates policies in assigned areas of responsibility.
Participates in special studies of the administrative management aspects of sensitive situations identified by the Bureau, Department, or external audit organizations. He/she gathers facts and analyzes results relevant to the specific issues he/she has been assigned to investigate and collaborates with other appropriate organizations in gathering and analyzing facts and data. Formulates conclusions and recommendations for action and submits them for incorporation into a formal written report and oral presentations, as necessary, for various levels of management.
Analyst may participate in training personnel regarding guidelines and systems. May formulate training materials as required.
Other duties as assigned.
GS-09:
Essential duties of this position may include:
Participates in studies of conventional problems managing program implementation at the operational level. Under guidance, compiles facts and findings for use by managers of headquarters functions and evaluates policies in assigned areas of responsibility. As assigned, performs initial review of the applicability and effect of new or proposed legislation, executive orders, departmental directives and other agency decisions on Bureau operations, managerial programs, and requirements. Drafts comments and impact statements on these issuances for consideration by management at the Bureau. Supports higher graded analysts in conducting assigned segments or phases of projects involving development, implementation, or monitoring of sophisticated management information systems.
Incumbent represents the Bureau at meetings and conferences as directed by his/her supervisor or higher level manager. Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management. Maintains liaison with staff members of the appropriate Departmental or external organizations.

GS-11:
Essential duties of this position may include:
Conducts studies of conventional problems managing program implementation at the operational level, drafts reports of findings and recommendations for use by managers of headquarters functions, and evaluates policies in assigned areas of responsibility. As assigned, determines the applicability and effect of new or proposed legislation, executive orders, departmental directives and other agency decisions on Bureau operations, managerial programs, and requirements. Drafts comments and impact statements and recommendations on these issuances for consideration by management at the Bureau and higher levels.
Supports higher graded analysts in conducting assigned segments or phases of projects involving development, implementation, or monitoring of sophisticated management information systems that focus on the Bureau’s progress in executing long and short range plans, implementing policies, and managing programs by tracking the accomplishment of goals, objectives and priorities established by statutes, executive orders, the Department, the Under Secretary, or Assistant Secretary.
Incumbent represents the Bureau at meetings and conferences as directed by his/her supervisor or higher-level manager. Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management. Maintains liaison with staff members of the appropriate Departmental or external organizations. Applies generally accepted management principles and practices, as reflected in the Departmental management guidelines and described in the technical literature on the subject, quantitative and qualitative analytical methods, and knowledge of Bureau missions, functions, and relationships within and outside the Department in order to make the most efficient use of resources.
Analyst may participate in training personnel regarding guidelines and systems. May formulate training materials as required.

Qualifications

How You Will Be Evaluated

In accordance with the Office of Personnel Management policy, for undergraduate level education, successfully completed education is credited based on its relationship to 120 semester hours or 180 quarter hours. For example, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education.
An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information is not provided by the applicant, 18 semester hours or 27 quarter hours will be considered as satisfying the 1 year of full-time study requirement. For applicants that have completed more than 1 year of education in a graduate program, advanced degree, or certificate program, it is the responsibility of the applicant to provide documentation from the institution in order to establish the length of their academic program to be used to project their expected graduation date.
