This position is a key technical resource for health care cost transparency efforts at HCA! This position uses technical expertise and data experience to represent the Cost Board in internal and external workgroups to evaluate existing technology tools and resources, as well as generate technology approaches and artifacts that support internal and external data management processes. As a technical expert supporting the Cost Board’s work within the agency, you will get to proactively seek, share, and implement industry leading-edge IT data management practices, bringing HCA into the future. This position directly impacts and supports the agency’s Cost Board Goals, and Objectives, and performance outcomes through its technology analyses and data management practices to achieve targeted business outcomes.

About the division:
The Health Care Cost Transparency Board (Cost Board) Program resides within the Health Care Authority (HCA), and the data and analytic support to the Cost Board is primarily provided by the Clinical Quality and Care Transformation (CQCT)/DATA Team. The Cost Board is responsible for reducing Washington State’s health care cost growth as well as increasing the Primary Care spending as a proportion of total health care expenditures. To accomplish this, the Cost Board’s tasks include determining the State’s total health care expenditures, determining the State’s total Primary Care expenditures, identifying cost trends and cost drivers in the health care system, setting a health care cost growth benchmark for providers and payers, and reporting annually to the Legislature along with providing recommendations for lowering health care costs.

About the position:

This position is eligible to telework and is typically not required to report on-site.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
  • Managing data exchanges, extracts, quality measurement, participation monitoring, and regulatory compliance for the Cost Board. Complex data management for internal and external data sources.
  • Act as the data process manager for all inbound and outbound data related to the Cost Board.
  • Serving as the primary technical expert for the Cost Board in technical cross walking interfaces and data between multiple coding types, including managing IT connections to multiple data locations, adjusting data based on risk scores, and validating data from external submitters.
  • This position uses technical expertise and data experience to represent the Cost Board in internal and external workgroups to evaluate existing technology tools and resources, as well as generate technology approaches and artifacts that supports internal and external data management processes.
  • As a technical expert supporting the Cost Board’s work within the agency, the position is also accountable for proactively seeking, sharing, and implementing industry leading-edge IT data management practices.
  • This position directly impacts and supports the agency’s Cost Board Goals, and Objectives, and performance outcomes through its technology analyses and data management practices to achieve targeted business outcomes.
  • Develop effective IT Business Analysis and Data Management processes that enables delivery of innovative and efficient technology and data solutions.
  • Initiates and Provides Professional-Level IT Rules Compliance.

Qualifications

Required qualifications:
Required Competencies:
  • Knowledge of large systems/software applications, data analysis methods, tools, and techniques.
  • Ability to extract, transform, load, and analyze large data sets using tools like Microsoft SQL Server and SQL Server Integration Services.
  • Excellent written, oral, and presentation skills.
  • Ability to interpret and communicate technical standards and information to management, technical staff, and internal and external stakeholders with varying levels of technical expertise.
  • Ability to organize and prioritize multiple activities and responsibilities, balance competing demands, and establish priorities.
  • Ability to work independently and complete assigned tasks with limited supervision.
  • Ability to work in a fast paced, dynamic environment.
  • Ability to exhibit personal initiative and out of the box thinking to address tasks and responsibilities.
  • Ability to develop tasks and manage resources to achieve time-sensitive project results.

Qualifying candidates will meet one of the following criteria options:

Option 1:
  • Master’s degree.
  • One (1) year of professional information technology experience independently performing data analysis, extraction, transformation, and loading in a high-volume data environment.
  • Knowledge and experience with a data query language such as SQL or SAS, as well as experience with development and automation tools such as Microsoft SQL Server Integration Services, and report development applications such as Microsoft SQL Server Reporting Services, Tableau, and Power BI.
  • One (1) year of experience performing complex data analysis specifically regarding health care data. This experience must involve data analysis working with healthcare terminology and coding sets such as HCPCS, CPT, ICD-10, SNOMED, or LOINC.
  • One (1) years of professional information technology business analysis (IT BA) experience providing technical consulting or analysis of technology use in business processes or directing technical projects.

Option 2:
  • Bachelor's degree.
  • Three (3) years of professional information technology experience independently performing data analysis, extraction, transformation, and loading in a high-volume data environment.
  • Knowledge and experience with a data query language such as SQL or SAS, as well as experience with development and automation tools such as Microsoft SQL Server Integration Services, and report development applications such as Microsoft SQL Server Reporting Services, Tableau, and Power BI.
  • Two (2) years of experience performing complex data analysis specifically regarding health care data. This experience must involve data analysis working with healthcare terminology and coding sets such as HCPCS, CPT, ICD-10, SNOMED, or LOINC.
  • Two (2) years of professional information technology business analysis (IT BA) experience providing technical consulting or analysis of technology use in business processes or directing technical projects.

Option 3:
  • Seven (7) years of professional information technology experience independently performing data analysis, extraction, transformation, and loading in a high-volume data environment.
  • Knowledge and experience with a data query language such as SQL or SAS, as well as experience with development and automation tools such as Microsoft SQL Server Integration Services, and report development applications such as Microsoft SQL Server Reporting Services, Tableau, and Power BI.
  • Two (2) years of experience performing complex data analysis specifically regarding health care data. This experience must involve data analysis working with healthcare terminology and coding sets such as HCPCS, CPT, ICD-10, SNOMED, or LOINC.
  • Two (2) years of professional information technology business analysis (IT BA) experience providing technical consulting or analysis of technology use in business processes or directing technical projects.
Preferred qualifications:
  • Experience with healthcare information transaction and transmission standards such as HL7 and IHE.
  • Experience interpreting and working within regulatory requirements such as the Revised Code of Washington and the Code of Federal Regulations.
  • Experience interpreting regulations related to health care, such as HIPAA Privacy, the HITECH act, and the American Recovery and Reinvestment Act.
  • Expertise in Python programming language.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

The Washington State Employee Assistance Program promotes the health and well-being of employees.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
