Description

This position focuses on the areas of behavioral health and recovery, to include mental health professions as well as substance use prevention and treatment; and is responsible for innovation and policy development, alignment, cross-agency alignment and strategy/implementation activities, and technical support for agency-wide external workforce development activities and external partnerships related to this subject.
All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes .

About the position:
This position is eligible to telework and is typically not required to report on-site. Occasional travel may be required to meet with clients or partners, conduct business, attend or provide training and/or conferences. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
- Serve as the subject matter expert on behavioral health (BH) workforce development activities and represent the agency on BH workforce initiatives with state and federal partners.
- Lead and coordinate legislatively mandated and/or federally funded grant programs’ project teams and work groups; including leading project teams with external consultants and providers to develop culturally responsive resources, communications, and marketing (ex: the Start Your Path.org behavioral health careers campaign).
- Provide expert consultation with internal and external stakeholders to develop policy recommendations, strategies, and incentives supporting recruitment, retention, and related multidimensional issues.
- Represent the agency and collaborate with public systems such as Employment Security, WA State Workforce Training and Education Board, colleges and universities to improve skills and training to meet the changing behavioral healthcare environment and to increase integration of behavioral health and physical healthcare.
- Coordinate cross division and cross agency groups on both an ad hoc and routine basis.
- Ensure participation in health care workforce workgroups and initiatives.
- Participation in workforce development task forces, committees, and workgroups such as the Health Workforce Council and the Behavioral Health Advisory Committee (BHAC).
- Develop and manage a matrix of identified workforce opportunities.
- Collaborate and consult with Washington State Department of Health (DOH) on licensing, credentialing, and renewal policies and practices that affect workforce shortages and equity, such as the Washington State Peer Counseling Certification program.
- Work with cross-agency teams to help develop, provide feedback and consultation on new and emerging professional categories, such as the Behavioral Health Support Specialist (BHSS) and the Psychological Associate licenses.
Qualifications
- High degree of computer literacy. Experience with Windows, Word, Excel, Outlook, web-based applications, and other technologies that can be used to further carry the program’s mission.
- Data-oriented, self-directed personality with strong analytical and problem-solving skills.
- Ability to understand best practices for communicating visual information.
- Comfortable collaborating with cross functional teams and external agencies and stakeholders.
- Solid independent judgement and self-motivation.
- Facilitation - coordinates and leads small and large groups, creating a cooperative and productive environment in which to resolve problems and implement plans.
- Organized and resourceful with the ability to complete tasks and projects efficiently.
- Ability to identify problems and develop solutions, prioritize workload, managed deadlines, and organizes workflow and multi-tasks in a smart and timely fashion.
- Proven leadership skills and personnel management to build and motivate a team to achieve targeted results.
- Develop and maintain collaborative partnerships with stakeholders, key leaders from other agencies, other jurisdiction, HCA programs, and work teams.
- Development and management of workforce development initiatives
Qualifying candidates will meet one of the following criteria options:
Option 1:
- Bachelor’s degree in business administration, public administration, law, public health, health administration, social work, behavioral health, psychology, or a related field.
- Five (5) years of demonstrated experience in two (2) or more of the following areas (This must include at least two (2) years of progressively responsible experience supervising or providing consultation in the areas of health services, social services, or Medicaid programs):
- Conducting research
- Analyzing policies, laws, rules, or regulations
- Conducting business analysis and developing requirements
- Leading business projects
- Managing business operations
- Business policy development
Option 2:
- Nine (9) years of demonstrated experience in two or more of the areas listed above.
Preferred qualifications:
- A working knowledge of Washington State governmental structure and function of division, especially Medicaid programs.
- Considerable working knowledge of state and federal laws, regulations and procedures as they relate to Medicaid, health care reform and delivery of medical programs.
- Knowledge and applied skills in the principles of management and organizational practice. This includes group process and problem-solving methodologies, conflict management and negotiation skills.
- Effective oral and written communications with clients, business community, and other professional/managerial groups including top agency management, public speaking; independent decision making; strong interpersonal skills; planning and project management; leadership.
- Demonstrated ability to lead diverse work groups that deal with complex aspects of health plan administration, including work groups that are composed of members with varied professional credentials, educations, and experience.
- Professional experience in a community-based health care setting, providing behavioral health and/or substance use disorder treatment services.
- Knowledge of health education, training, and workforce development programs within Washington State.

The following information describes typical benefits available for full-time employees who are expected to work more than six months. Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.
Other insurance coverage for auto, boat, home, and renter insurance is available through payroll deduction.
The Washington State Employee Assistance Program promotes the health and well-being of employees.
Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
