Description
Under general direction of the Early Childhood & Family Studies (ECFS) Director, this position will perform work using knowledge and experience specific to the ECFS program, which includes Childbirth Education, Parenting Education, and the Early Childhood Career Development Network. This position will exercise judgement in interpreting and applying rules and regulations, independently provide information to students, staff, program participants and the public regarding program content, policies, procedures, and recommend alternative courses of action. This position will gather and enter data, compile reports, and work closely with community partners. Additionally, this position will project, maintain, initiate, and approve expenditures on program budgets.

Position Duties & Responsibilities
- Exercise independent judgment in interpreting and applying policies and procedures;
- Provide program information and advice to students, staff, community partners, program participants and the general public regarding program content, policies, and activities;
- Prepare written or electronic communications;
- Perform daily data entry in web-based databases regarding participant attendance and enrollment data;
- Perform complex word processing tasks such as merging and sorting, integrating text with graphics, uploading and downloading materials and creating footnotes and outlines, and use spreadsheet and database software to develop and maintain records;
- Prepare meeting materials, attend meetings as program representative, and take minutes;
- Coordinate and collaborate with community partners and internal staff to schedule and implement professional development opportunities;
- Verify eligibility of prospective participants;
- Prepare, develop, and organize program and training materials;
- Manage supervisor’s and other assigned staff’s calendars in Outlook;
- Prioritize work from several individuals;
- Maintain confidentiality and security of program and participant files and database records;
- Order supplies and materials for the department and confirm delivery of items;
- Use word processing, graphics, statistical, spreadsheet, and database software;
- Perform complex scheduling including independently prioritizing needs of program participants and community partners;
- Coordinate a variety of program and community events;
- May perform other duties as assigned.
Qualifications
- High school graduate or equivalent AND;
- Minimum two years of recent, full-time clerical experience with increasing responsibilities over time in an office setting; clerical or administrative work that includes working with the public and/or students;
- a combination of experience and training that provides the applicant with the knowledge and skills to perform the job will be considered.
- Associate degree or higher AND minimum one-year recent employment in similar setting and/or educational setting;
- Ability to troubleshoot computer technical issues and maintain program budgets and data management tools;
- Evidence of ability to work under pressure, prioritize competing demands, and be flexible;
- Strong interpersonal communication skills and abilities;
- Demonstrated experience working in collaboration with others;
- Demonstrated commitment to promoting and enhancing equity and diversity;
- Proficiency in MS Office.

Abilities for the physical and work environment typically include: Operating a computer; Written and oral communication with others; Making repetitive motions; Working in an office environment; Standing and/or sitting, while using computers for extended periods of time; Working in an open office with frequent interruptions and distractions; Exercising independent judgment in gathering, arranging, and evaluating data; Exerting between 10-30 pounds of force occasionally and/or a negligible amount of force frequently or constantly to transport, put, install, remove, or otherwise move objects.
Supplemental Information
Effective July 1, 2024, the salary is in accordance with the negotiated agreement with the Bellingham Education Support Team (BEST), Range 8, $4,261 per month ($24.49 per hour), with annual increments to $5,351 per month ($30.75 per hour) after five years of BTC experience in this position.
Leave is subject to the BEST negotiated agreement which expires June 30, 2026. This position receives 8 hours per month of sick leave and starts with 10.67 hours per month (16 days per year) of vacation leave, 24 hours of personal leave and 12 paid state/college holidays per calendar year. The vacation and personal leave are available after successful completion of a 180 work day probationary period. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 2 or 3, up to five days of bereavement leave, depending on relative, up to 5 days birth/adoption leave, military leave per RCW 38.40.060 and paid civil/jury duty. Additional optional benefits include ability to participate in a medical Flexible Spending plan, Limited Purpose Flexible Spending plan, or Health Savings Account; Dependent Care Assistance; auto and homeowners insurance discounts, employee only tuition waiver assistance; and two voluntary investment (not matched) programs - TIAA (403b) or the State Deferred Compensation (457) plan.
The regular work schedule is generally Monday through Friday, 8:00 a.m. to 5:00 p.m., but may be scheduled during the 7 a.m. to 6 p.m. workday; schedule may vary, especially around quarter start, end and peak dates, and may require some overtime hours. The position will be expected to work onsite full-time.
