The City of Oxnard's Community Development Department is seeking to hire a Senior Permit Technician to join the team!

Under general supervision, to perform a variety of highly responsible and advanced/lead level work; respond to general and building and/or encroachment permit inquiries at a high volume public counter, review and issue permits; build cohesive professional relationships with external agencies, conduct building and encroachment permit plan review relative to permit issuance procedures; coordinate inter/intra departmental communication and documentation; perform a variety of tasks related to preparing, gathering, analyzing, and summarizing permit data and reports; issue permits and calculate and collect fees; provide administrative and technical support; and perform related duties as assigned.

WHAT YOU'LL DO:
  • Provide support and information in-person, by phone, virtually, and by email to developers, builders, residents, and staff regarding department policies and procedures, specific to larger, more complex projects throughout the intake, plan check, permit and construction process.
  • Assist with the implementation, ongoing maintenance, and staff support of the new Tyler EPL computer system.
  • Run and review reports and maintain records related to plan check, permitting, and inspection operations.
  • Develop quality control processes and troubleshoot existing systems and procedures for a more efficient workflow.
  • Calculate and invoice project related permit and impact fees, particularly for larger and complex projects, and provide quality control oversight of the fee calculation process across division boundaries.
  • Maintain published fee documents, valuation calculations, CPI and BCI monitoring, and update fee systems as needed.
  • Monitor and track permits and fees paid in development agreement areas and community facilities district (CFD) areas.
  • Assign, maintain, research, track and provide required notifications for new addresses.
  • Maintain official city address maps, including working with developers, builders, residents, city staff and utility companies regarding new and existing addresses
  • Represent Building and Engineering on the Street Naming Committee.
  • Review plans related to private building construction, work within the public right-of-way or minor traffic control depending on area of assignment.
  • Provide front counter assistance at the Building and Engineering public counter as needed.

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the classification of Permit Technician in that the incumbent provides specialized paraprofessional functional/program support, and serves as a lead worker and subject matter expert,, providing supervision and oversight of the work of others.

SUPERVISION RECEIVED/EXERCISED:
General supervision is provided by the Permit Coordinator. Technical or functional supervision may be provided by higher level Community Development staff. Incumbents serve as a lead worker, assigning work and monitoring work completion or may supervise paraprofessional and support staff.

WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.

Essential Functions

Include but are not limited to the following:
  • Assists the public at the Building & Engineering Services counter and responds to inquiries over the phone and via email.
  • Assist with general permit technician duties as needed
  • Assigns property addresses and coordinates updating and maintaining city address maps
  • Performs more technical plan checks related to encroachment permits and land development projects. May include minor traffic control plan review
  • Impact fee calculations for large development projects
  • Manages the process from approval of plans to final inspection for larger or special needs projects
  • Engages in problem solving and records research pertaining to utilities, easements, building and land development permit history
  • Provides mentorship, guidance, training and oversight to Permit Technicians, administrative staff, and others as needed within the assigned area of work.
  • Assist in fee updates and implementation, maintenance and tracking of development agreements; assists in the management of the fee calculation process of plan checking and permitting
  • Performs counter service for engineering plan check and/or building plan check for smaller projects, including incidental items within the public right of way and standard residential Type V construction as needed.
  • Accounting and record keeping functions related to fee refunds, interdepartmental fee transfers, and tracking of developer credits, special district and development agreement areas.
  • Assists with the ongoing updates and maintenance of the city’s ERP program as it relates to the Building and Engineering Division to ensure that the software and workflow functionality aligns with departmental processes, policies and procedures.
  • Coordinates final inspection clearances from all departments; ensures that all fees have been paid prior to permit issuance and/or occupancy and utility releases.
  • Maintains records for issued and expired permits, utility releases, tracts, and lot finals, warrant requests, audits, inspections, and annual permits.
  • Performs other duties as assigned

Minimum Qualifications

Education and/or Experience:
  • High School Diploma or GED and five (5) years of related experience providing assistance to the public in a building, engineering, planning office, or the performance of related work, including three (3) years advanced administrative support, customer service, and paraprofessional analytical work comparable to an Administrative Services Specialist, Senior in area of assignment; OR
  • Associate’s degree (or 60 units) in a related field such as business administration, and three (3) years advanced administrative support, customer service, and paraprofessional analytical work comparable to an Administrative Services Specialist, Senior in area of assignment

Training or course work in building and/or construction technology, engineering, mathematics, and records management is highly desirable.

Note:

For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.
This position requires a twelve (12) month probationary period.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation Accrual Rates:
Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service.

Sick Leave Accrual Rate:
Full time employees accrue sick leave at a rate of 3.70 hours per pay period.

Deferred Compensation:
The City contributes 1% to a deferred compensation program.

Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.

Educational Incentive:
Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor's degree – 3%, Graduate degree – 3.5%

Health and dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.

Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work related coursework.
Holidays:
The City observes 12 holidays per year.
