Examples of Duties
Baltimore County is seeking a Telecom Specialist with a focus on Cisco VOIP technologies. This position will provide support and problem resolution for an enterprise VOIP system, which includes Cisco Call Manager (CUCM), and over 7,000 phones. Also provides support of advanced communication applications such as virtual contact centers (basic and enhanced call centers) and voice & unified messaging, coordinates with vendors, installing, maintaining, and reconfiguring telecommunications equipment and supports the existing infrastructure. Will also work with end users to troubleshoot any type of telecommunications issues.

EXAMPLES OF ESSENTIAL DUTIES:

  • Provides Telecommunications systems support, to include Cisco Call Manager (CUCM).
  • Provides technical support, installation and maintenance to ensure systems are functioning according to specifications. Support for the following: paging systems, alarm lines, ATA’s, faxing
  • Fields trouble calls from both providers and customers and addresses all related issues to full resolution. Updates service tickets to closure and advises customer.
  • Interface with customers, which are other County Government agencies.
  • Provide virtual call center solutions to County Government agencies (preferably AWS or Nice/In Contact).
  • Runs and repairs cabling infrastructure.
  • Knowledge of data cabling and standards.
  • Understanding of paging concepts and relays.
  • Daily Vo IP and voice mail system administration.
  • Network principals, switching experience, configurations and troubleshooting.
  • Recommends continuous improvements to existing processes to management.
  • Must have the ability to multi-task in a fast-paced dynamic team environment.
  • Assist with equipment installation, testing and system administration.
  • Prepare and maintain documentation.
  • Troubleshoot basic and advance problems, make effective diagnosis, and come up with resolutions.
EXAMPLES OF OTHER DUTIES:
  • Assists on telecom & network related projects, either alone or working with other network engineers. Construction related projects where a full design may be needed. Cabling and data jack repairs.
  • Performs other duties as required and assigned.

Qualifications
Education, Training, and Experience:

Education: Associate's degree in information technology, computer science, computer engineering, or a related field from an accredited college or university.

Experience: At least three (3) years' hands on experience in a multi-platform/vendor networking environment, including Cisco platforms.

Additional relevant experience may be substituted on a year-for-year basis for the required education. If substituting experience for education, your application must demonstrate appropriate relevant experience in order to meet the required qualifications.

Knowledge, Skills, and Abilities (Entry-level):

Knowledge of the principles and practices of Information Technology.

Excellent communication and documentation skills.

Work an average scheduled workweek of 39 hours, Monday through Friday.
Perform on-call rotation when they must be available on-call for production problems 24 hours per day, 7 days a week.

Travel within Baltimore County, and outside of the County for work and training; and
May be required to use their own vehicle to travel to remote sites for troubleshooting and repair work.

Health Insurance
In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
