A vacancy exists in the Bureau of Behavioral Health Residential Rehabilition Program, Department of Health and Human Services.

Examples of Duties
Under direction, develops, administers, and supervises a major or diverse program providing human services and coordinates the program with other agencies and programs.

  • Coordinate annual RRP approval process to inspect all RRP beds following COMAR requirements outlined in 10.21.22
  • Provide all documentation related to the inspections to the Behavioral Health Administration (BHA)
  • Complete re-inspections of programs, as needed.
  • Maintain documentation of completed inspections.
  • Coordinate Baltimore County RRP Committee: schedule regular meetings, record keeping, follow-up
  • Provide updates regarding BHA policies related to the RRP programs;
  • Provide oversight of programs and services, including contract and budget monitoring for human service programs.
  • Complete utilization review activities for services through the Public Behavioral Health System (PBHS) Administrative Services Organization (ASO)
  • Provide assistance to individuals calling the BBH HELP Call line.
  • Determine needs of individuals seeking assistance and refer to appropriate services in the Public Behavioral Health System.
  • Attend the Maryland Association of Behavioral Health Authorities Adult Coordinators Meeting
  • Attend BHA meetings and trainings
  • Coordinate with Emergency Department staff and Hospital Discharge coordinators to provide resources for community based services, including RRP application.
  • Develop a data collection plan to analyze and determine RRP utilization trends
  • Outreach to community organizations, groups and agencies to inform and educate about available resources
  • Coordinate and provide trainings as needed and distribute resource materials as appropriate.

Examples of Other Duties
  • Evaluates clients for the purpose of establishing a treatment plan.
  • Provides individual, group, or family counseling.
  • Performs other related duties as required.

Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science
plus
three years' experience providing human services such as intake/referral, counseling, or educating.

(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Knowledge, Skills, and Abilities

  • Experience working with providers within the PBHS and knowledge of the ASO’s policies and procedures;
  • Experience completing field inspections of physical RRP or program sites and necessary documentation;
  • Demonstrated ability to work collaboratively with multiple stakeholders and organizations;
  • Ability to provide oversight of programs, including contract and budget monitoring;
  • Experience in data collection;
  • Ability to understand Federal, State and local laws and regulations related to the PBHS and RRP programs;
  • Knowledge of theories and principles of human growth and development and background in working with individuals with mental health diagnoses;
  • Ability to make appropriate referrals for services based on presented needs;
  • Professional writing skills necessary to complete reports, good interpersonal skills, time management and organizations skills and good customer service skills.

Proof of Licenses, Certifications and Education

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
