Joint Agency Operations (JAO) operates within the ACIC’s Intelligence Operations Division. JAO is responsible for enabling collaborative intelligence operations against Australia’s most significant Transnational Serious Organised Crime (TSOC) targets and is at the forefront of combatting global criminal networks targeting Australia.
As TSOC networks continually seek new ways and means to exploit the globalised criminal environment, JAO is challenged to establish operational relationships with both traditional and non-traditional partners, domestically and internationally, to drive innovative and creative strategies to identify, track, understand, and disrupt highly sophisticated and complex targets. JAO operates across strategic, operational, and tactical levels of engagement, bringing the right mix of people together at the right time to achieve highly-focused and impactful outcomes.
To enable the above, JAO manages the ACIC’s offshore network. ACIC currently has deployed Liaison Officers (LO) and other staff in several countries. The role of the LO is to advocate for ACIC equities in their region by sharing criminal intelligence, brokering joint activities with partners, and enabling intelligence exchanges. By working collaboratively with international partners, ACIC LOs inform the agency on emerging criminal trends whilst working to have a disruptive impact on TSOC actors harming Australia and our allies.
The role of an Intelligence Analyst / International Desk involves collaborating with and providing intelligence support to LOs and other deployed staff in order to integrate the ACIC’s offshore activities with domestic teams with a view to maximising the ACIC’s ability to collaboratively disrupt TSOC threats. Intelligence Analysts produce timely bespoke intelligence products, respond to requests for information from partners and coordinate and manage regional JAO engagement with internal and external stakeholders.
Key responsibilities:
- Develop and maintain awareness of regional TSOC environments to identify priorities, including new and emerging threats and extrapolate the implications for the ACIC;
- Develop a range of high-quality tactical and operational intelligence products that inform decision-making by Australian and international partners;
- Produce criminal intelligence and advice in response to requests from internationally deployed staff, internal stakeholders and international partners;
- Demonstrated ability to carry out complex intelligence projects involving research and analysis, high level problem solving to develop insights using ACIC capabilities including human intelligence, coercive examinations, technical intelligence and data analytics;
- Support productive working relationships with key Australian-based and international partners around transnational issues and TSOC intelligence;
- Support the coordination of internationally deployed staff including through the production of internal reporting; and,
- Maintain an understanding of internal ACIC policy and legal developments that impact on business delivery for internationally deployed staff.
To be successful in this role, you will demonstrate the following experience, skills and attributes:
- Demonstrated ability with respect to data interrogation, research and threat assessment methodologies;
- Ability to develop sound analytic tradecraft, including the ability to conduct analysis, apply analytical tools and techniques;
- Ability to develop and maintain collaborative and productive internal and external working relationships to influence information sharing, partnerships and common understanding, particularly with analytical counterparts;
- Ability to operate as part of a team in a dynamic and agile environment, managing competing priorities with limited direction;
- Has well developed verbal and written communication skills, including the ability to prepare and deliver intelligence reports, assessments, briefs and presentations across differing levels of seniority and security classification;
- Ability to develop an understanding of relevant statutory, regulatory and policy frameworks for intelligence within a law enforcement environment; and,
- Upholds and adheres to the APS Code of Conduct and ACIC Values of acting with integrity, treating others with respect, striving for excellence, seeking out innovation and leading with courage.
- Ability to successfully complete the Intelligence Analyst Training Program on commencement.
- The ability to obtain and maintain a NV2 Security Clearance.
- Experience in an intelligence role in either the National Intelligence or Law Enforcement community, Defence or private sector.
- Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen.
- Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting 1 security clearance.
- Pre-Employment Screening – All candidates must satisfy an Organisational Suitability Assessment (OSA) prior to being offered employment at the ACIC
