I. Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


The Directorate of SDG Innovation and Economic Transformation (IET) is responsible for developing, based on existing and to-be-developed capacities and service modules, innovative services aimed at strengthening the existing technical cooperation portfolio to meet the current global challenges and attract more funding and new donors, as well as engaging in more and new partnerships with Member States, development partners and the private sector. The Directorate also ensures internal coordination and integration of technical cooperation services at UNIDO and monitoring of the quality and impact thereof.

The Directorate houses the Divisions of Coordination and Integration Support (IET/CIS), Quality, Impact and Accountability (IET/QUA), Agribusiness and Infrastructure Development (IET/AGR), Innovative Finance and International Financial Institutions (IET/IFI), Fair Production, Sustainability Standards and Trade (IET/PST), Public-Private Partnerships (PPP), and Climate and Technology Partnerships (CTP). The Directorate also ensures close coordination and collaboration among the Divisions and relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS).

The focus of the Division of Climate and Technology Partnerships (IET/CTP) is to identify, design, negotiate and coordinate innovative partnerships and support the elaboration and initiation of joint technical cooperation programmes and actions. The Division coordinates UNIDO’s Global Programme for Hydrogen in Industry and its related partnership and technical cooperation programme; and represents UNIDO in relevant high-level policy discussions and fora. Furthermore, the Division facilitates skills development, knowledge management and exchange, and supports UNIDO’s global forum activities associated to climate and technology innovation; and coordinates high-level partnerships and events.

This position is located in the Climate and Technology Partnerships Division. The Industrial Development Officer works under the overall guidance and the Chief of CTP and the Managing Director of IET and in close collaboration with the colleagues to support the mandate of the Division.

The Industrial Development Officer is expected to deliver: (a) work that contains in-depth analyses contributing to results achieved by the Department; (b) in creating an enabling environment for team work which is catalytic to achieving results; (c) in building relationships which contributes to partnerships resulting in strategic collaborations and (d) in achieving results within a professional team.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her team and colleagues, within as well as outside the division. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

II. Main Responsibilities

As a team-leader or member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following generic activities to achieve the mandates of the Division.

Programme Development:
  • Develop and formulate technical cooperation projects/programmes in the area Energy and Climate action as it relates to industry and industrial policy, and in line with the guidelines and procedures governing the delivery of UNIDO services, and obtains internal approval. Programmatic activities may be in one or more of the IET/CTP focus areas: deployment and application of clean hydrogen in developing countries and economies in transition; fostering innovative public-private partnerships on hydrogen and other climate technologies; skills and policy development to advance hydrogen and other clean energy frontier technologies; deployment of clean energy technologies and infrastructure for industrialization/productive use; activities that empower the participation of women, youth and marginalized groups in the energy transition.


Programme Implementation:
  • Assume responsibility for the provision of projects/programme implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitoring progress in implementation, including missions to the project site, as well as taking part in oversight meetings in the field and at headquarters, and assisting the Evaluation Group in its evaluations of projects/programmes.
  • Support the coordination and efficient implementation of the Green Hydrogen in Industry Programme to achieve smooth operations and coherence in the execution and delivery of the objectives


Resource Mobilization:
  • Cooperate with other units in-house in mobilizing the funds necessary for project and programme implementation. Liaise with all centralized support services for organization of activities according to donor specifications and UNIDO requirements;


Global Forum Function:
  • Assist in the preparation for UNIDO's global forum activities (conferences, seminars, expert group meetings, etc.) and in their running. Prepare technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepare UNIDO publications and other information dissemination aids and tools. Keep abreast of technical and economic developments in the areas of the Department’s mandate through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends.
  • Up-date and review information on global application of green hydrogen in industry focus on developing countries and economies in transition.
  • Compile information on key green hydrogen technologies in industry and their potential application in developing countries and economies in transition.
  • Collect information on existing national hydrogen road maps and analyzing industry relevant data.


Perform other related duties and assignments as required by the Chief of the Division and/or Managing Director of the Directorate.

IV. Minimum Organizational Requirements

Education:
Advanced university degree in Energy Studies, Environmental Science, Engineering or another field relevant to UNIDO's mandate, is required.

Experience:

  • A minimum of five (5) years of relevant professional experience, including some at the international level, involving technical cooperation programmes/projects in developing countries is required.
  • Experience in all phases of the Project Cycle is required.
  • Experience in clean hydrogen and potential application in developing countries and economies in transition is required.
  • Experience in developing public-private partnerships on hydrogen and other climate technologies is desirable.
  • Experience evaluating the needs, conditions and problems in developing countries is desirable.
  • Experience in one or more of the following areas is desirable: skills and policy development to advance hydrogen and other clean energy frontier technologies; deployment of clean energy technologies and infrastructure for industrialization/productive use; industrial decarbonization; electric mobility or use of industry 4.0 technologies to progress climate action; activities that empower the participation of women, youth and marginalized groups in the energy transition.


Language Skills:
Fluency in written and spoken English is required. Fluency and/or working knowledge of another official language of the United Nations is highly desirable.


NOTE: UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.

UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
