Summary:
The work schedule for this position is Full Time (38 hours per week).

Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

Incumbent serves as the DHS subject matter analyst and programmatic in-country advisor to the DHS Attaché, the CBP Attaché, other USG agencies, host country officials, and the public to advance matter of travel and trade facilitation, border management /security, and homeland security matters of importance to the European Union.

Serves as the primary DHS and CBP point of contact for mission support and programmatic issues at the U.S. Missions to the European Union and Kingdom of Belgium mission support and programmatic subject matter point of contact in Brussels. This position directly supports the DHS and CBP Attaché offices to include department and agency activities and personnel supporting the World Customs Organization (WCO); liaison with the Container Security Initiative program in Antwerp; and the significant efforts to assist with the development of CBP programs in country. Assists the Attachés in the administration of bi-lateral and European Union (EU) programs and initiatives.


Incumbent accompanies Attachés to meetings with foreign government officials and industry representatives to serve as an advisor and reporter. Incumbent completes regular reporting and office administrative tasks (to include budget and support to delegates on TDY) as assigned.


Qualifications and Evaluations
Requirements:
EXPERIENCE: Five years of progressively responsible work experience in law enforcement or homeland security fields. Experience managing international cooperative projects, particularly those related to law enforcement, border protection and/or homeland security including two years of experience with budget and administration.


Education Requirements:
A bachelor’s degree in law enforcement, political science, international relations, or business is required.
Evaluations:
LANGUAGE: Fluency in English. This may be tested.

SKILLS AND ABILITIES: Proficiency in drafting reports, briefing papers, and talking points on homeland security matters. Ability to compose reports and correspondence in professional English. Knowledge and skill in the use of automation equipment and computer software systems to include Microsoft Word, Power Point, Excel, and Outlook. Comprehensive knowledge of applicable administrative concepts that govern support functions in the U.S. Federal Government.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
