Duties
Incumbent is the Tri-Mission’s primary contact for official Value Added Tax (VAT) refunds, working closely with GSO/Procurement to obtain supporting documents to ensure proper collection by the cashier, monthly VAT logistics for C151 exempt forms (preparing invoices for GSO to create C151s) and quarterly reporting to the ministry of finance for activity exempt at point of sales.
Incumbent holds a portfolio of account payable duties: ensure three-way match and move invoices in ILMS to PSU for processing payment. As a voucher examiner, the incumbent is expected to work on a variety of vendor portfolios and can be requested to process any type of payment, as work priorities in the section may dictate. Incumbent corresponds frequently with vendors, PSU, and internal parties via email/phone. Researches and determines resolutions for voucher issues as they arise. Provides advice on USG disbursement process and takes an active role in assuring that claims submitted are in settlement of legitimate obligations incurred in compliance with USG regulations and that vouchers are legal, correct, and proper for payment.
Incumbent will also serve as the alternate Designated Billing Officer (DBO) for the Tri Mission.
Qualifications and Evaluations
JOB KNOWLEDGE: Knowledge of basic accounting standards, local business environment, and applicable laws and regulations. Proficiency Microsoft software including Word, Excel, and Power Point.
SKILLS AND ABILITIES: Must be proficient in office applications such as Outlook, Excel, Powerpoint, etc. Must be able to communicate orally and in writing with external (contractors, agency headquarters) and internal customers. Incumbent must exercise sound judgment and follow accepted auditing guidelines when analyzing claims and payments. This may be tested.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
