Duties
Incumbent is responsible as directed by TVC Supervisor to manage individual and group hotel bookings, VIP visits, and events. Provides travel policy guidance and advice to Tri-Mission employees and coordinates visit assistance with a wide range of foreign affairs agencies based in Washington, DC. Incumbent is often called upon to facilitate a better understanding of the U.S. Government’s specific requirements for hospitality services on the local economy.
Makes hotel selection recommendations based on requirements of the visitor(s) in contracted and non-contracted hotels in Belgium. He/She makes, cancels and reconfirms approximately 8,000 annual reservations for an average € 1,500,000 per year. Incumbent works on behalf of and in conjunction with individual visitors from all the foreign affairs agencies as well as visitors from other high profile U.S. organizations, U.S. based advance teams, Tri-mission and/or U.S. based control officers as appropriate. Upon request from other agencies and sections within or outside of State Department based in Washington, DC, makes hotel reservations for all official visits related to U.S. Tri-Mission Brussels and may be in direct contact with these other agencies. He/she manages the “Brussels Hotel Reservation” inbox: in this inbox, all requested bookings are received. The incumbent ensures all requests are answered in a timely manner.
Provide administrative and office management support prior to, during, and following all VIP visits. This encompasses coordination between all sections involved, answering numerous questions, preparing telegrams, composing VIP briefing books; preparing administrative scenarios, schedules, lists, welcome kits, etc. Maintain primary documentation regarding high level visits.
Manages the provision of travel visas for official travel. Must stay abreast of the ever-changing worldwide requirements for visas and the health regulations that affect travel. Informs travelers about requirements, provides necessary documentation, verifies accuracy and completeness of all paperwork and collects any fees. Prepares diplomatic notes to accompany visa applications. Determines best routing for passports requiring multiple visas; submits package to appropriate embassy. Tracks process to ensure timeframes are met; if not, contacts issuing embassy to obtain faster action. When necessary, notifies American Embassy in appropriate country to intercede with their Ministry of Foreign Affairs. Ensures visas are correct before returning passports. Incumbent must establish strong working relationships with various consular officers and exercise diplomacy and tact.
Qualifications and Evaluations
JOB KNOWLEDGE: Must be able to quickly acquire in-depth knowledge of 14 FAM, U.S. Federal Travel Regulations, Fly America Rules and 14 FAH. Belgian and foreign government regulations and policies relating to visas and travel. Complete understanding of Tri-Mission agencies and their specific travel-related regulations and entitlements.
SKILLS AND ABILITIES: Must be able to tactfully but firmly deal with officials at all levels within the U.S. Government, foreign embassies and consulates, and host country organizations. Must be able to understand how to apply travel regulations to fit the individual circumstance. Strong drafting/writing ability is required. Working knowledge of MS software (Word, Excel, Power Point, Outlook, and Access). Driver’s license B.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
