Regional Lead – Urgent Primary and Community Care Centres

Salary Range:
Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
About the job:
In accordance with the established vision and values of the organization, the Regional Lead for Urgent Primary and Community Care Centres, under the leadership of the Director of Urgent and Primary Care Centres, will support the planning, implementation, and ongoing operations of Urgent and Primary Care Centres in Interior Health. Working collaboratively with local Interior Health operational leaders, regional programs, Divisions of Family Practice, and the Urgent and Primary Care Centres project manager to support site selection, design service models, implement, and provide ongoing support for Urgent and Primary Care Centres. The position will act as the primary link to the Interior Health Primary Care, Acute Care, Seniors Care, and Mental Health and Substance Use strategic and operational teams ensuring work is aligned with the organizational priorities and with Ministry of Health policy. The position liaises with the Ministry of Health and interprets policies relating to urgent primary care services and Urgent and Primary Care Centres.
The Regional Lead is expected to develop and execute a regional plan to implement Urgent and Primary Care Centres that are integrated within local Primary Care Networks, are aligned with regional programs, strategies, and goals, and Ministry of Health Urgent and Primary Care Centre and Primary and Community Care Transformation policy and direction. This will be achieved by:
- Keeping pace with changes through scanning the environment for the relevant trends and developments affecting the Primary and Community Care Planning portfolio.
- Identifying strategic issues and collaborating with appropriate partners across Interior Health and provincially to assess issues and develop strategic responses relating to Urgent and Primary Care Centres.
- Working closely with the strategic and Clinical Operations leadership to both inform and integrate regional strategy and planning into Urgent and Primary Care Centre design, implementation, and operations.
- Building and maintaining collaborative alliances within Primary and Community Care Transformation and across Interior Health to enable the change required to implement Urgent and Primary Care Centre in Interior Health.
- Contributes to monitoring, reporting and evaluation on UPCCs.
- Possessing working knowledge of urgent and primary care services to effectively implement Urgent and Primary Care Centres within local Primary Care Networks.
- Collating and integrating evidence from within and outside of British Columbia and Canada.
- Developing and recommending budgets for projects; monitors expenditures, variance analysis, and reports; and recommends and implements remedial action as required.

Working collaboratively with Primary Health Care, Mental Health and Substance Use, Seniors Care and Community, and Indigenous Health to ensure Urgent and Primary Care Centres integrated within the broad system of primary and community care.
Typical duties and responsibilities:
Leadership
- Contributes to achieving the Primary and Community Care Planning objectives and strategies by supporting planning, implementation, and operations of Urgent and Primary Care Centres in Interior Health. Exercises effective leadership within the Primary and Community Care Planning portfolio ensuring Urgent and Primary Care Centres are integrated within the full integrated system of care.
- Effectively works with the strategic and operational portfolios to ensure Urgent and Primary Care Centre development is aligned with the Interior Health program, strategies, operations, and service continuum.
- Maintains effective working relationships across Interior Health sectors including health system planning, strategic information, Information Management and Information Technology, capital planning, finance, and other departments that enables the development of Urgent and Primary Care Centres.
Innovation
- Scans the environment for emerging practice trends, working with administrators, directors, managers, and staff to plan and implement strategies to address identified needs and emerging issues based on best practice standards.
- Provides leadership for Urgent and Primary Care Centre projects by seeking out and identifying best practices in patient care and ensuring the appropriate structures, system processes, and culture are in place to facilitate ongoing development of a best practice model of care.
- Applies change management methodology for Urgent and Primary Care Centre development fostering an environment of innovation and critical thinking.
- Works with Primary Care Planning, clinical networks, and Clinical Operations to promote the sharing of knowledge, monitoring of practice trends, and identification of opportunities that promote innovation and partnerships for practice improvement.

Evaluates both the process and outcomes of Urgent and Primary Care Centre planning and implementation.
Project Management
- The Regional Lead works in an environment that is often ambiguous and will manage complex projects independently with little supervision. The Regional Lead is required to possess considerable knowledge of the health system and current issues impacting Urgent and Primary Care Centre development.
- The Regional Lead is required to have a working knowledge of project management, change management, and facilitation skills.
- Monitors and reports on Urgent and Primary Care Centre development for all areas of Interior Health.
- Identifies and reports on key results indicators for the development of Urgent and Primary Care Centres.
Liaison
- Interprets and translates Ministry of Health policy and direction related to urgent and primary care services and Urgent and Primary Care Centre development.
- Develops Interior Health policy and procedures relating to urgent primary care services and Urgent and Primary Care Centres.
- Represents Interior Health at provincial committees relevant to Urgent and Primary Care Centres with appropriate communication back to the organization.
In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.
